Join the Health and Human Services Commission (HHSC) as a Business Intelligence Analyst Specialist. Leverage your deep expertise in data analytics, business intelligence, and AI-driven solutions to empower agency-wide decision-making and improve program outcomes. As a senior member of an agile team, you'll bridge the gap between technical and operational staff, drive data literacy, and shape the future of Medicaid Reporting. Responsibilities
- Gather, analyze, and translate complex business/technical requirements into actionable insights, queries, and test scenarios.
- Serve as Test Manager: design and execute test plans and cases for data projects using Agile and Waterfall methodologies.
- Develop and refine AI prompts; guide teams to retrieve, synthesize, and interpret data from diverse internal and external sources.
- Create, validate, and deliver reporting dashboards and data visualizations using Power BI and Tableau.
- Champion data literacy: conduct AI/data training sessions, develop documentation, and support non-technical users.
- Troubleshoot, resolve, and advise on complex data issues in collaboration with engineering, IT, and program teams.
- Ensure rigorous data governance, compliance, and reporting standards are met in all outputs.
- Stay current on AI, analytics tools, and best practices to ensure continuous improvement and innovation.
Requirements
10+ years in business intelligence, data analysis, or senior business/systems analyst roles.

Advanced SQL skills for data extraction and manipulation.

Expert in Power BI and Tableau for visualization and reporting.

Proven experience translating requirements and communicating findings to operational users in clear, non-technical terms.

Strong experience developing test plans and managing testing cycles in Agile environments.

Demonstrated ability to collaborate with cross-functional teams and lead data-driven initiatives.

Business Intelligence/Data Warehouse experience (5+ years).

Health and Human Services or regulated environment experience.
