Job description
The United States Bankruptcy Court for the Western District of New York is seeking a full-time Programmer Analyst based in the Buffalo office of the Clerk. This role combines software development with hands-on IT support, requiring someone equally comfortable writing and maintaining applications as they are troubleshooting networks, computer systems, and A/V equipment. The Programmer Analyst will also assist with training and documentation for both off-the-shelf and court-specific software systems. This is an on-site position at the Robert H. Jackson United States Courthouse in Buffalo, serving a district-wide IT team that supports both Buffalo and Rochester. Occasional travel to Rochester and other locations is expected, along with periodic after-hours and weekend coverage.
Representative Duties
· Develop, modify, test, and maintain applications for use by the court, including web-based applications and systems developed or customized by other court units.
· Analyze existing court applications to identify problems, correct errors, and recommend improvements to both manual and automated processes.
· Design and implement automation improvement plans, ensuring changes are introduced with minimal disruption to court operations.
· Confer with internal users and IT staff to define requirements, design software solutions, and deliver applications that enhance organizational efficiency and capabilities.
· Install, test, and implement new CM/ECF software releases and other national judiciary systems, coordinating rollouts to minimize end-user disruption.
· Provide direct technical support to court staff and end users for local systems, including networks, personal computers, portable devices, and A/V equipment.
· Ensure technical documentation is created, maintained, and kept current across all supported systems.
· Maintain awareness of developments, techniques, and programs across the judiciary by staying in contact with automation personnel at other court locations.
· Review and analyze the work of other technical staff as needed.
· Perform other related duties, as assigned.
Requirements
· High school diploma or equivalent and at least one year of specialized experience.
· Thorough understanding of computer systems, processes, and operations in a networked environment.
· Proficiency with iOS and Windows devices.
· Strong customer service skills with the ability to interact professionally with users at all levels of the court.
· Excellent oral and written communication skills.
· Ability to function effectively as a team player in a fast-paced environment with frequent interruptions.
· Ability to work independently with minimal supervision, adapt to changing needs, and meet deadlines and commitments.
Preferred Qualification Requirements
· Bachelor's degree in Computer Science, MIS, or a related field.
· Experience developing web-based applications.
· Experience with Microsoft 365, including SharePoint and Teams administration.
· Working knowledge of databases and SQL query construction.
· Knowledge of Drupal content management.
· Familiarity with Git, Docker, Kubernetes, and API design.
· Knowledge of Linux, Windows, and macOS administration.
· Knowledge of court operations and CM/ECF.
· Ability to comply with the Code of Conduct for Judiciary Employees and court confidentiality requirements.
