Join a mission-critical modernization project as a Mainframe Developer Programmer Analyst 3, supporting the implementation of NASWA SIDES exchanges. You will work within a dynamic, collaborative team environment, leveraging your expertise in COBOL, Natural, and JCL to transform legacy systems and ensure seamless integration of new data flows. This role offers exposure to large-scale mainframe modernization and the opportunity to engage with state-level IT initiatives, fostering professional growth and technical mastery. Responsibilities
- Develop, test, and debug COBOL, Natural, and JCL applications to align with project specifications and business requirements.
- Analyze and document requirements, processes, and system modifications throughout all stages of the SDLC.
- Integrate NASWA SIDES exchange data streams into existing legacy architecture, modifying runtime routines, user screens, and DB2 database tables.
- Collaborate with internal and external stakeholders to troubleshoot and resolve issues related to software, data, hardware, and reporting.
- Conduct detailed analysis of legacy code and batch processing jobs to identify integration points and execute gap analysis.
- Ensure secure user authentication and authorization using enterprise frameworks.
- Document current processes, create and review specifications, and develop test cases for new and modified programs.
- Adhere to programming documentation, procedural standards, and management objectives.
- Support NASWA SIDES initiatives and perform additional duties as assigned.
Requirements
8+ years of expertise in COBOL, Natural, and JCL within large-scale mainframe environments.

Strong experience with DB2 database optimization, schema modifications, and integrating new data structures.

Solid knowledge of scripting, batch processing, and CICS/Map environments.

Advanced skill in Web API development (REST, SOAP, XML, JSON) for mainframe backend integration.

Proven track record in implementing secure authentication protocols (LDAP, SAML, OIDC).

Comprehensive understanding of the SDLC, problem-solving, and troubleshooting legacy systems.

Ability to execute data-driven application testing and analyze undocumented legacy code for impact mapping. Preferred Skills

Experience implementing or maintaining NASWA SIDES exchanges.

Familiarity with UI workflows for Additional Fact-Finding, Determinations, Monetary Charges, and Benefit Charges.

Proficiency in SDLC tools such as Visio and ALM Octane.

Experience working with sensitive PII in government environments.

Identity management automation using Azure, Okta, LDAP, or Entra.
