Join a mission-critical team supporting the CLIENTPS Program as a PeopleSoft HCM Payroll Functional Consultant. This senior-level consulting position offers the opportunity to drive large-scale functional and technical initiatives within State of Texas enterprise systems. You will play a key role in shaping business processes, ensuring compliance, and optimizing PeopleSoft modules in a dynamic, collaborative, and impact-driven environment. Responsibilities
- Serve as subject matter expert for PeopleSoft Accounts Payable (AP) module-lead configuration, maintenance, integration, testing, and production support.
- Gather, analyze, and document business requirements for large, multi-agency projects.
- Lead business process improvements, manage change, and coordinate enhancements.
- Oversee issue resolution, compliance alignment, and end-user training.
- Coordinate and execute functional and UAT testing, release management, and patch deployment.
- Ensure system security and compliance with NIST standards, multi-tenancy, and accessibility (WCAG 2.1).
- Monitor and tune batch jobs, validate outputs, and manage dependencies.
- Collaborate cross-functionally with analysts, vendors, agency users, and policy personnel.
- Participate in fiscal year-end planning, disaster recovery, incident management, and audit support.
- Prepare executive-level presentations and manage documentation for audits and open records requests.
- Provide Tier 2 service desk support, advanced troubleshooting, and cross-train junior analysts.
- Support continuous system improvements aligned with ITIL, agile, and information security best practices.
Requirements
Deep expertise (10+ years) in PeopleSoft FSCM 9.2, specifically AP module configuration and support.

Extensive experience with App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects.

Direct, hands-on support for 30+ Texas state agencies and familiarity with statewide financial systems (CAPPS, TINS, SPA, USAS).

Strong project management, business analysis, and cross-functional communication.

Experience in batch job oversight, security best practices, and support tool proficiency (PUM, Fluid UI, Elasticsearch).

Demonstrated ability to interpret contracts and enforce vendor accountability.

Experience preparing WCAG 2.1 compliant materials.

Experience in ITIL-based service management and participating in disaster recovery exercises. Preferred Skills

Experience with additional PeopleSoft modules: Asset Management, General Ledger, Purchasing/eProcurement, Accounts Receivable/Billing, Inventory, Project Costing, Strategic Sourcing, Travel & Expense.

CPA experience with legacy statewide systems and production support.

Experience coordinating fiscal year-end processes and major incident management.
