Under the administrative direction of the Chief ISO Deputy Director (CEA) of the Cybersecurity, Network and Environmental (CNE) Division, the Information Technology Manager II (ITM II) of the Network & Desktop Services (NDS) Section works at the mastery level managing/directing the most complex projects and services for the Office of Legislative Counsel (OLC), the Legislative Data Center (LDC), the California State Legislature and Legislative support organizations. The ITM II provides leadership, direction, oversight, management, mentoring, and support to a multidisciplinary team of IT managers and specialists across multiple units at the IT Manager I, IT Specialist II and IT Specialist III classifications in the successful delivery of critical IT operations and services.
The ITM II exercises a high degree of initiative, independence of action, and originality; demonstrates tact and exercises sound judgment that recognizes the best interests of the State Legislature and the OLC. Duties include, but are not limited to:
- Direct and oversee the implementation of new or enhanced legislative information applications, including coordination with the Legislature, OLC, and other local, state, and federal agencies.
- Create and maintain a service culture among organizational entities and staff to provide a high level of service for operational and project efforts throughout the organization.
- Provide directive and consultative services within the project management discipline to a wide variety of IT projects.
- Address detailed examination from legislative leaders, Members, and high-ranking legislative staff without deferral or delegation in a discrete and nonpartisan manner on technology initiatives.
- Advise management on formulating IT strategy, policy, and governance throughout the organization and enterprise-wide.
- Manage and maintain a schedule of project and operational work to ensure deliverables are completed within agreed-upon timeframes.
- Maintain a professional and personable demeanor with excellent organizational, analytical, and communication skills.
- Use of creative excellence combined with practical sense to meet challenges and resolve issues.
- Make effective presentations to LDC management, staff, customers, contractors and vendors.
- Work outside of normal business hours and be reachable 24 x 7via mobile phone as needed to meet customer needs.
- Oversee coordination of priorities and assignments for Legislative network and desktop systems, upgrades, maintenance, and projects.
- Work with both technical and non-technical individuals in gathering information and in communicating direction and status.
- Exercise sound fiscal responsibility to adhere to fiscal guidelines, regulations, principles, and standards of the OLC when committing resources for program, project or operational support.
- Learn, interpret, and apply new business processes/changes to existing business processes and/or technologies to IT problems in the legislative business environment.
- Listen, discern, and constructively summarize subtle and sensitive communications from legislative staff in a partisan political environment.
- Motivate, guide, coach, and mentor staff by conveying a commitment to work assignments in support of the OLC Vision, Mission, and Values.
- Quickly adapt to changes in program, project and operational priorities by being flexible in shifting schedules, milestones, resources or competing priorities., The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. Requirements
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Four (4) or more years of experience as an IT manager or at least Ten (10) years of IT experience performing progressively responsible business and technical, analytical, lead role, supervisory, or managerial tasks in support of IT systems and customer services. At least four (4) of those 10 years' experience shall include performing in a lead capacity and/or project manager for highly complex network and security infrastructure, and desktop and application software. Additionally, candidates should possess the following experience, knowledge, skills and abilities:
- Demonstrated experience directly managing technical and business interdisciplinary teams to develop a highly functional cross-collaborative team.
- Demonstrated experience managing or leading mission-critical software development projects that successfully implemented new or enhanced technical solutions to meet specific legislative business needs or solutions.
- Extensive project management experience applying the principles, methods, techniques, and tools for developing, scheduling, coordinating, and managing projects and resources, including integration, scope, time, cost, quality, human resources, communications, risk, and procurement management.
- In-depth knowledge of formulating policies and recommendations for Executive Management that directly support the Legislative Branch.
- Strong oral and written communication skills to communicate effectively with legislative stakeholders, executive management, managers, supervisors, colleagues, team members, contractors, and vendors to also include creating and delivering effective presentations.
- Ability to create a high-performance work environment and work effectively with cross-functional teams to meet goals and objectives.
- Demonstrates executive countenance and confidence required to arrive at decisions.
- Demonstrated experience preparing and reviewing operational and project budgets, as well as preparing justifications for staffing and other resources.
- Demonstrated knowledge of the legislative business environment and legislative process, including the legislative calendar and deadlines, to provide information technology services and solutions that effectively meet business needs.
- In-depth knowledge of the legislative process in support of the customer business and associated legislative applications.

- Experience with project management practices to ensure projects stay on schedule and appropriate action is taken when problems occur, and to apply risk management knowledge and techniques to effectively mitigate risk of project failure.
- Knowledge of contract administration practices that are adhered to by vendors, consultants or contractors.
- Knowledge of Information technology concepts, best practices, methods and principles that support legislative business solutions and decision-making.
- Knowledge of State personnel practices to effectively perform personnel administration of staff resources.
