We are looking for a skilled and insightful Senior Data and Analysis Lead to join the award-winning One Public Estate (OPE) programme on a part-time basis (0.5 FTE).

About One Public Estate (OPE)
OPE is a unique and impactful partnership between the Office of Government Property (OGP) in the Cabinet Office, the Local Government Association (LGA), and the Ministry of Housing, Communities and Local Government (MHCLG).
Our mission is to help central and local government partners unlock public land and property to drive regional economic growth, deliver integrated citizen services, and release land for housing (supporting the target of 1.5 million homes). OPE also delivers a major capital housing programme - the Brownfield Land Release Fund (BLRF) - on behalf of MHCLG.
We are currently embarking on an exciting transition to an evolved, place-based operating model, focused on system change. This will include development and testing of Local Asset Management Plans (LAMPs) in support of driving economic growth and public service reform. Your data expertise will be pivotal to mapping out, designing and delivering this new way of working., As the Senior Data and Analysis Lead, you will play a critical role in bringing property and public services data together spatially and operationalising our new LAMP framework. You will also work closely with the G7 Policy Lead to support the economic and benefit analysis that will underpin our upcoming Spending Review (SR27) business case, helping secure the longevity of the programme. You will actively partner with a diverse network of internal and external analysts to share insights, blend methodologies, and drive innovative solutions.
Operating within a blended, multi-agency team, your specific responsibilities will include:
- Geospatial Analysis: Conduct advanced geospatial analysis to visualise property data, identify geographical trends, and uncover location-based synergies and opportunities across the public sector estate.
- Supporting Local Asset Management Plans (LAMPs): Perform targeted thematic, area-based, and occupancy analyses to surface co-location opportunities and identify strategic locations for public sector property development or consolidation.
- Spending Review (SR) Economic Modelling: Lead on the economic analysis and robust assessment of financial and social benefits to build a compelling business case for SR27.
- Data Exploitation & Insights: Exploit, clean, and interpret historical OPE and local place-pilot data to extract actionable insights that demonstrate the "size of the prize" of collaborative asset management.
- Data Visualisation & Tools: Apply established tools and advanced techniques to create compelling, highly visual data products that make complex information accessible to non-technical audiences., We'll assess you against these behaviours during the selection process:

Requirements
- Geospatial Mapping: Proven experience conducting geospatial analysis and using mapping software/tools to visualize and interpret location-based data.
- Data Manipulation & SQL: Hands-on knowledge of SQL (or equivalent database languages) for data extraction, manipulation, and querying.
- Complex Dataset Management: Demonstrable ability to manage, clean, abstract, and aggregate large, complex datasets from multiple disparate sources.
- Data Synthesis & Analysis: Excellent ability to apply analytical techniques to research data, link different datasets, and synthesize findings into clear conclusions.
- Data Communication: Clear and concise communication skills, with a proven ability to translate complex technical analysis into clear strategic advice for diverse, non-technical audiences.
Desirable Experience
- Knowledge of, or prior analytical experience within, the property, housing, or land sectors.
- Advanced experience with Geographic Information Systems (GIS) software and geospatial data processing.
- Previous experience working with or within central or local government frameworks.
Technical Qualifications
- An undergraduate degree predominantly in statistics, the social sciences, economics and/or a related discipline with significant analytical content, or ability to demonstrate equivalent experience.

Company pension, £43,760 - £47,413 Please note that the salary range relates to the full time equivalent.
