Job description

  • Work closely with business stakeholders and other developers to gather, document, and analyze integration needs across departments.

  • Become subject matter expert on vendor technologies by working closely with vendor support and in-house staff to troubleshoot and resolve issues.

  • Research, evaluate, and recommend software tools, platforms, and third-party solutions to meet business and technical requirements.

  • Build or maintain custom application solutions to facilitate secure data transfer between various departments and teams within the city's agencies.

  • Architect and document the technical solutions for new and existing integrations, translating application needs into actionable infrastructure requests (e.g., servers, databases, allocations) for submission to the Change Advisory Board (CAB) and infrastructure teams.

  • Ensure seamless integration between legacy systems and new applications via middleware, API gateways, or ETLpipelines using Python, SQL, PHP, and other relevant technologies.

  • Ensure integrations comply with CJIS and other government regulations to protect sensitive public data.

  • Architect, develop, and maintain API integrations between city systems, vendor applications, and legacy databases.

  • Translate business needs into technical integration workflows, including design, planning, and execution of generated action items.

  • Monitor, troubleshoot, and optimize application performance and scalability, identifying and addressing bottlenecks and performance issues.

  • Implement security best practices to protect against common web application vulnerabilities, such as SQL injection, cross-site scripting (XSS), and cross-site request forgery (CSRF).

  • Leverage automation tools to streamline repetitive integration tasks.

  • Write clean, efficient, and well-documented code, following best practices and coding standards.

  • Develop and maintain clear documentation on system integrations, tech specs, data flow diagrams, and configuration changes.

  • Prioritize work based on business impact, resource constraints, and project schedules.

  • Contribute to the continuous improvement of development processes and practices, suggesting and implementing improvements to streamline workflows and increase productivity.

  • Other responsibilities as the role may require., Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.

WORK SCHEDULE: The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on the area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work., This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

  • Provide technical guidance to the IT team, fostering a culture of collaboration and innovation.
  • Design, implement, and/or maintain scalable and secure IT solutions.
  • Optimize IT systems and operations to ensure high availability, reliability, and performance.
  • Conduct technical evaluations, feasibility studies, and cost-benefit analyses for IT initiatives and investments.
  • Adhere to IT policies, procedures, and standards to ensure compliance and security best practices.
  • Troubleshoot complex technical issues and provide timely resolutions to minimize downtime and disruptions.
  • Collaborate with cross-functional teams, including software developers, engineers, and project managers, to integrate systems and improve overall IT efficiency.
  • Stay current with industry trends and advancements to recommend and implement innovative solutions that drive continuous improvement.
  • Drive initiatives to enhance security and efficiency while ensuring alignment with organizational goals.
  • Participate in software upgrades and technology integrations, ensuring minimal disruption to business operations.
  • Performs other duties of a similar nature and level as assigned., Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12-month probationary period. Internal applicant probationary periods will be governed by the applicable MOU.

Requirements

The role is essential in bridging gaps between vendor solutions, legacy systems, and a mixture of on-prem and cloud-based services to improve operational efficiency across public safety, utilities, and administrative departments. Therefore, the ideal candidate will have strong API integration experience, an automation-first mindset, and the ability to work with vendors to ensure secure, scalable, and efficient data exchanges., * Bachelor's degree in Computer Science, Information Technology, or related field, * Five (5) years of experience in a related field, which should include 2 years of experience comparable to a Business Systems Analyst

  • Proficiency in full-stack development using Python, SQL, PHP, Javascript or similar technologies.

  • Strong scripting skills (e.g. Python, PowerShell, Bash) and understanding of unit testing and deployment strategies.

  • Solid understanding of on-premise application and database server architecture (e.g., Windows/Linux, SQL Server/MySQL) and the ability to define technical specifications for new infrastructure builds.

  • Familiarity with ETL tools and data transformation (Apache, SSIS, or other), relational databases (MSSQL, PostgresQL, or other RDBMS), and data validation concepts.

  • Solid understanding of business analysis methodologies, including requirements gathering, process mapping, and documentation.

  • Excellent problem-solving skills and attention to detail, with the ability to analyze complex technical issues and propose effective solutions.

  • Strong communication and interpersonal skills, with the ability to work effectively in a team environment and collaborate with stakeholders from diverse backgrounds.

OTHER REQUIREMENTS:

  • Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors

HIGHLY DESIREABLE:

  • Local government or public sector experience, especially public safety (police and fire).
  • Experience with building custom interfaces using frontend technologies such as HTML, CSS, JavaScript, and
  • modern JavaScript frameworks/libraries (e.g., React, Vue.js).
  • Proficiency in API design and protocols (HTTPS, SOAP, REST)
  • Experience with version control systems (e.g., Git) and collaborative development workflows (e.g., GitFlow).
  • Previous experience in a hybrid role combining technical and business analysis responsibilities.
  • Proficient in data modeling and design.
  • Certifications in business analysis (e.g., CBAP, CCBA) or Python development (e.g., PCEP).
  • Experience developing in/with Microsoft 365 (e.g., SharePoint, PowerApps)
  • Experience with cloud-based applications and enterprise systems (e.g., ERP, CRM)., Selected candidate(s) must pass a thorough reference check and background investigation. Some positions that work with or have access to the Police Department may require a polygraph exam. Select positions may require candidates to undergo a pre-employment medical and/or psychological evaluation., For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools. Retirement Contributions: New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.

Safety Designated Positions: New members (as defined by PEPRA), 2.7% @ 57; "Classic" members 3% @ 50. The employee will be required to pay a portion of their annual earnings toward their retirement depending on their relevant MOU. The City of Oxnard does not participate in social security.

Vacation/Annual Accrual Rates: Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.

Administrative Leave: Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.

Deferred Compensation: The City contributes 1% of employee salary to a 401(a) plan of its choosing.

Retirement Health Savings The City contributes 1% to a retirement health savings account.

Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee. Health and Dental: Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:

Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.

Level Two - For employees hired on or after January 1, 2023, the City will contribute $2,054 per month towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will provide $66.80 per month towards dental insurance.

Holidays: The City observes 12 holidays per year

Life Insurance: City employees receive Basic Life Coverage ($7,500) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.

Tuition Reimbursement: Full-time employees are eligible for 100% reimbursement for work-related coursework up to a maximum of $5,000 per fiscal year.
