Job description
This position is responsible for using knowledge of data processing software to collaborate with other data professionals to extract data, create reports based on findings, and monitor key performance indicators/division strategies to assist the Director and Senior Leadership in making sound decisions. This is professional work assisting in the development and implementation of plans, policies, and standards for the Division which will provide quality, sharable, and accessible information throughout the Division., (Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)
The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

The incumbent in this position implements policies and procedures designed to strengthen the management of the Division's information resources. This work includes, but is not limited to:
-
Strategic data planning.
-
Data standardization.
-
Data quality improvement.
-
Data integration.
-
Serves as the coordinator of all agency data administration activities and participates in interagency data coordination.

Collaborates with cross-functional teams to understand their data needs and develops tools for collecting, organizing and analyzing information.

Creates charts, dashboards, reports, and visualizations (graphs, infographics, etc.) that guides leadership with strategic planning based on data trends and analysis.

Consults with Senior Leadership to identify improvement opportunities and prioritize division/program needs.

Gathers data from multiple sources and structures large data sets to find/report on usable information.

Conducts research and runs statistical analyses on data to identify patterns, relationships, and trends.

Communicates findings in a clear and concise manner.
Operations, Policies, and Procedures:

Assist in the establishment and/or approval of methods and procedures for maintaining information accuracy.

Draft policies regarding data security and other topics within scope of duties.
Technicial Assistance and Training:
-
Provide training in data management, information analysis, and information interpretation skills.

Assist users with data entry and other functions of the case management/data system (AWARE).

Assist in or create user manuals.
Evaluation and Quality Assurance/Quality Control:
-
Perform quality assurance (cleansing, processing, and validation of data) to ensure accuracy and integrity.

Use automated tools to remove corrupt data and fix errors.

Manage users and user roles.
Professional Development:
-
Participate in statewide program training.
-
Complete annual agency training requirements.
Other Duties:

Travel may be required to complete assigned duties.

Requirements
The incumbent will demonstrate accountability and support towards the goals of agency leadership and communicate the same to other employees. Attendance is an essential function of this position.
KNOWLEDGE, SKILLS AND ABILITIES:

Ability to use statistical tools to analyze and interpret complex data sets, including identifying patterns, relationships, and trends.

Ability to integrate data from multiple sources and be adept at reporting and writing/presenting findings.

Proficiency in query language, especially SQL.
-
Experience with popular statistical and machine learning techniques, such as clustering, linear regression, KNN, decision trees, etc.

Ability to understand and apply applicable rules, regulations, policies, and procedures.

Ability to communicate effectively and to work under pressure and meet tight deadlines.
-
Ability to maintain and establish effective working relationships.
MINIMUM QUALIFICATIONS:
- Three (3) to five (5) years of professional and relevant experience data analytics, data science, computer science, business analytics, or information technology.
PREFERRED QUALIFICATIONS:
Preferences will be given to:

Applicants who meet both professional and educational experience.

Applicants who have direct experinece in a related field.

SB 1310: Substitution of Work Experience for Postsecondary Education Requirements.
- A bachelor's degree from an accredited college or university for Information Technology or Computer Science can substitute for 4 years of direct experience.
Related work experience may not substitute for any licensure, certification, or registration required by an agency and indicated in the advertised job description.
