Job description

Join a high-impact team supporting Texas's statewide CAPPS program as a Senior PeopleSoft FSCM Purchasing Functional Consultant. This is a leadership role for an expert who excels in functional consulting, complex project delivery, and cross-functional collaboration within large-scale government environments. You'll leverage your expertise to drive process improvements, ensure compliance, and provide advanced support for critical financial systems. This is an opportunity to work with leading technologies and stakeholders, contributing directly to state-wide transformation projects. Responsibilities

  • Serve as subject matter expert for PeopleSoft FSCM 9.2 Purchasing (PO) and Contracts modules, providing production support, configuration, and process leadership.
  • Gather business requirements, coordinate enhancement requests, and deliver robust functional solutions across multiple agencies.
  • Lead module-level configuration, including business units, vendor management, item categories, approval workflows, and integrations with AP, eProcurement, Inventory, and Contracts.
  • Monitor, troubleshoot, and validate batch jobs, ensuring performance, compliance, and timely escalation.
  • Provide Tier 2 Service Desk support, advanced troubleshooting, and clear documentation in partnership with Managed Services vendors.
  • Coordinate and execute fiscal year-end processes, disaster recovery, upgrade testing, and compliance with legislative and regulatory changes.
  • Ensure system and content accessibility per WCAG 2.1 standards.
  • Collaborate with IT, business, and policy teams to deliver user training, executive presentations, and audit support.
  • Participate in annual SOC-1 audits, incident management (P1/P2), and continuous process improvement initiatives.
  • Uphold ITIL-based service management and security best practices, including NIST compliance and multi-tenancy requirements.

Requirements

10+ years in PeopleSoft FSCM 9.2 Purchasing module configuration, support, and project management within large government networks.

  • Extensive experience with App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, and batch job oversight.

  • Strong knowledge of Texas public sector policies and CAPPS program processes.

  • Proven ability to lead enhancements, change management, and cross-functional initiatives with measurable impact.

  • Experience supporting 30+ agencies, managing fiscal year-end activities, disaster recovery, and executive-level communications.

  • Proficiency in PUM, Fluid UI, Elastic Search, and ITIL principles.

  • Demonstrated expertise in information security frameworks (NIST), multi-tenancy, and accessibility standards (WCAG 2.1).

  • Advanced skills in requirements gathering, documentation, and audit/data support. Preferred Skills

  • Experience with Asset Management, General Ledger, Accounts Payable, Inventory, Accounts Receivable/Billing, Project Costing, Strategic Sourcing, and Travel & Expense modules in PeopleSoft FSCM 9.2.

  • Experience with statewide systems such as TINS, SPA, and USAS.
