Job description

The design and implementation of a new WordPress website using WordPress core capabilities, Elementor, and established third-party plugins, with a focus on accessibility, usability, and long-term maintainability for the Division of Chronic Disease and Injury Prevention (CDIP) within the Philadelphia Department of Public Health. This project will involve building a new site architecture, configuring required functionality such as search, file sharing, analytics, and mobile responsiveness, and supporting the migration of content from existing sites such as FoodFitPhilly and, if applicable, SmokeFreePhilly. The engagement will consist of Discovery, Documentation, and Development., The Division of Chronic Disease and Injury Prevention (CDIP) within the Philadelphia Department of Public Health is seeking a Web Developer to build and secure the back-end of a WordPress site to support the project's functions. The candidate will work with CDIP's UX/UI content manager to create a website with mobile support and usable interfaces using best practices, including meeting WCAG AA standards. WORK ACTIVITIES:

  • Build new features and reusable components for (add site URL)
  • WordPress theme and plugin creation, PHP, HTML, CSS, JavaScript
  • Would largely follow selected theme, with limited customization
  • Site should be able to be updated and maintained without reliance on initial developer
  • Security and accessibility experience
  • Will largely be addressed through WP Engine
  • Work closely with a cross-functional team to ensure deliverables meet design, content and UX standards.
  • For branding and imagery for the site's overall look and feel To match CDIP's vision for site
  • Collaborate with UX/UI Content Manager to ensure functionality of front-end development
  • Collaborate with non-technical colleagues on new features, ensuring a good technical fit.
  • Ability to adhere to the City's Managed WordPress Guidelines
  • Ensure the solutions you create meet web standard best practices, and accessibility guidelines.
  • Address bug fixes as needed, and consider the maintainability of code.
  • Keeping site and plugins up-to-date, regular maintenance
  • Support Content Manager in additional development solutions after UX testing is completed.
  • Build reusable, testable, and efficient code. Develop the building blocks of a website capable of handling the below listed functions.

  • Developed materials will be shared with PDPH
  • Meets WCAG AA Standards with potentially additional accessibility features
  • Full site live by April 2026

  • Monthly maintenance to include technical support, minor updates, monitoring of plugins/themes/WordPress and act as liaison between WP engine and the internal team.

Requirements

  • Excellent communicator: Articulate jargon to general audiences (e.g., City departments and the public), explain the logic behind design decisions, craft compelling narratives about product work, write and speak clearly, and cultivate effective communication among team members.
  • Relationship-builder: Work with a variety of people and personalities, listen and ask questions to identify new design opportunities, and cultivate strong relationships to ensure seamless collaboration and continued project support. Be responsive through different stages and maintain communication to address any emergent issues.
  • Curious: Practice active listening, ask questions to get to the root of a problem, be open to receiving/giving constructive feedback, and have a sincere interest in learning new skills or growing old ones.
  • Three (3) or more years of experience in systems analysis, programming, and design BA/BS in Mathematics, Computer Science, Information Systems, or related field, or equivalent knowledge acquired by work experience and training.
  • Understanding of design principles

  • Flexibility to troubleshoot front-end concerns
  • Experience using translation frameworks
  • Familiar with performance, scalability, security, and testing applications.
  • Familiar with various design and architectural patterns.
  • Extensive coding knowledge in HTML/CSS, JavaScript, PHP
