Job description
To provide direct services and support to users of IT and to provide input to policy level direction regarding standards and budget constraints.
Key Duties & Responsibilities

Develops, implements and enforces policies, standards and methodologies.

Provides overall direction and guidance to assigned project personnel. Makes decisions on personnel actions (hiring, terminations, promotions, etc). Reviews and evaluates work of subordinate staff and prepares performance reviews/reports.

Prepares activity and progress reports for Executive leadership.

Responsible for service level agreements including negotiation of contract provisions, interfaces with legal department and maintenance of appropriate documentation. Confers with and advises subordinates on administrative policies and procedures, technical problems priorities and methods.

Participates in researching present and future mobile applications, communication technologies and devices as it pertains to healthcare technology.

Acts as liaison between IT and other entities throughout the organization. Consults with personnel in other departmental areas to coordinate activities and projects. Involved in the planning, developing and managing of client projects. Determines a project's schedule, scope and budget and directs appropriate team members in fulfilling the specifications to meet client and organization objectives. Defines departmental operating budgets, and resource, risk and scope management. Involved in determining short-and long-term resource requirements, builds and manages teams and designates responsibilities among each team member.

Reports to CIO on information systems plans, projects, performance, requests and related matters pertaining to manage areas. Supports organizational growth by providing strategic client direction, builds new relationships and maintains existing client relationships, as well as ensures client projects are implemented according to schedule.

May be responsible for controlling revenues and expenses within department and responsible meeting budget goals and objectives.

Requirements
Bachelor's degree and ten (10) years of related experience required. Work experience may NOT substitute for education requirement., * Demonstrated knowledge of Microsoft licensing architecture, including Microsoft 365, Azure, Entra ID, Enterprise Agreements, CSP, and subscription-based licensing models.
- Experience managing and administering Identity and Access Management (IAM) solutions, including user lifecycle management, authentication, authorization, and access governance.
- Experience developing, managing, and monitoring annual operating and capital budgets, software licensing forecasts, and vendor agreements.
- Proven experience leading and managing complex IT projects, including planning, execution, risk management, stakeholder communication, and successful delivery.
- Experience managing and developing both technical and non-technical teams, fostering collaboration, accountability, and high-performance outcomes.
- High-level understanding of ambulatory and inpatient clinical workflows and the supporting IT devices, technologies, and equipment used in healthcare environments.
- Exceptional communication skills with the ability to effectively engage and present information to technical teams, executive leadership, clinical staff, and business stakeholders.
- Proven experience developing, implementing, and utilizing formal Key Performance Indicators (KPIs), metrics, and reporting frameworks to monitor service delivery, operational performance, and solution effectiveness.
- Deep understanding of Microsoft Entra ID, Microsoft Active Directory, Microsoft 365, and associated identity, security, collaboration, and endpoint management technologies.
- Strong analytical and strategic planning skills with the ability to align technology initiatives with organizational goals and business objectives.
- Experience managing vendor relationships, contract negotiations, software renewals, and service-level agreements (SLAs).
- Ability to lead organizational change initiatives, technology adoption programs, and cross-functional collaboration efforts within complex healthcare or enterprise environments.
- Knowledge of cybersecurity principles, identity security best practices, and modern authentication technologies, including multifactor authentication (MFA), conditional access, and privileged access management.
