Job description
Minnesota IT Services (MNIT) is seeking an IT Program Risk Manager to support large, complex, and high-impact information technology initiatives for the Department of Children, Youth, and Families (DCYF). This position plays a key role in helping project and program teams successfully deliver transformational IT solutions by leading risk management activities across multiple concurrent initiatives.
In this role, you will work closely with project managers, technical teams, and business partners to identify, analyze, and manage risks that may impact application implementation, system integration, and service delivery. You will develop and maintain risk management plans, facilitate risk assessments, and contribute to the development and continuous improvement of standardized risk management practices. This work will help establish consistent approaches to identifying, assessing, monitoring, and communicating risk across multiple modernization initiatives., * Experience leading risk management efforts across multiple concurrent IT projects or at a program/portfolio level.

This position is telework eligible for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. Resume tips available here: This position requires a minimum of four (4) years of IT experience in project management, risk management, or application systems implementation. Experience must include:
- Leading or supporting risk management activities-including risk identification, analysis, mitigation planning, monitoring, and reporting-within IT projects or programs, including experience developing or improving standardized risk management frameworks or practices used across multiple projects or programs.
- Participating in or supporting delivery of IT projects across development, testing, and production environments.
- Analyzing complex information to identify risks, dependencies, or issues that may impact project or program outcomes and translating those findings into clear, actionable insights for stakeholders.
- Developing or contributing to project documentation such as risk registers, reports, or plans.
- Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
- Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months., * Experience leading risk management activities for large, complex, or multi-system IT initiatives.
- Experience working in a government or public sector environment.
- Experience using project or portfolio management tools (e.g., ServiceNow, Azure DevOps, Planview, or similar).
- Knowledge of project management methodologies (e.g., Agile, Waterfall, or hybrid approaches).
- Experience facilitating discussions and influencing stakeholders across multiple teams or organizations.
