Job description

We are seeking someone to play a crucial role in our delivery of Digital Identity and Biometrics solutions for our public sector clients. You will work with outstanding digital talent across crafts to deliver innovative identity solutions that are used by millions in the UK and abroad., As a Solutions Architect you will collaborate with cross-functional teams to design and implement flexible, scalable, standardised and secure technical solutions. You will work closely with client stakeholders, provide technical leadership, and ensure that architecture aligns with relevant frameworks, standards, and practices. You will promote best practices to deliver high quality, adaptable solutions - driving transformation to shape the future of digital identity infrastructure in the UK and helping deliver business transformation that drives adoption and integration of digital identities and credentials into everyday life. You will:

  • Own the architectural design, definition, delivery and management of Public Sector services, to help solve some of the most exciting identity problems in the UK.
  • Work with our biometric and digital identity experts, suppliers, and partners to design and build innovative solutions for public sector clients in the UK and abroad.
  • Work with leading biometric technology vendors and experienced in-house developers to deliver advanced technical solutions to solve national scale identity challenges.
  • Act as a visionary for Deloitte and our clients, support the testing of emerging technologies, run feasibility trials and discoveries, and support clients with analysis and recommendations to deliver their identity roadmaps.
  • Support clients in the procurement and selection of IDV platforms, guiding on best practice and providing market and technology insight.
  • Manage technical risk on large scale identity and biometric projects, evaluating the technical and business impacts caused by bias, matching performance, and resilience to presentation attacks.
  • Own the architecture design of large-scale identity solutions, managing governance forums for compliance, including identifying and documenting dispensations, key design decisions, and capability gaps.
  • Build and maintain a presence for Deloitte in the wider identity and biometric industry, speaking at events and supporting cross-cutting innovation initiatives.
  • Contribute to sales and future opportunities for the Firm.
  • Be as interested in managing people as managing products and services. As an active member of the identity and biometrics community, you will also contribute to internal practice development through coaching and mentoring.

Requirements

  • Extensive experience delivering digital identity or biometrics solutions ideally in public sector across one of borders, policing, national identity, business identity, or healthcare, or relevant experience from large scale delivery in the private/finance sectors.
  • Background in architecting, building and integrating systems such as IDV Apps, Digital Credentials, ABC/eGate solutions, Retrospective Search (ABIS), Live Facial Recognition (LFR), Business ID platforms, DVS and Wallets integration, or other relevant solutions that are used to identify, verify and prove an individual or business identity.
  • Extensive experience in leading and owning digital architecture design and implementation of secure and scalable solutions
  • Experience of architecting and delivering complex identity solutions, that may span multiple UK GOV departments, suppliers and delivery partners.
  • Proficiency in cloud technologies and architecture (e.g. AWS, Azure Google Cloud)
  • Broad understanding of standards, best practice, and methodologies for identity systems, such as GPG45, eIDAS etc.
  • Knowledge of data privacy and protection regulations e.g. GDPR
  • Understanding of enterprise architecture frameworks e.g. TOGAF
  • Exceptional interpersonal and communication skills, fostering effective collaboration with cross-functional teams, and conveying complex concepts to diverse stakeholders.
  • A flexible approach and passion for innovation, demonstrated by a commitment to continuous improvement and adapting strategies to meet evolving market demands.
  • Strong analytical and problem-solving abilities, enabling the identification and resolution of challenges in a dynamic, fast-paced environment.
  • Can demonstrate a strong understanding of market trends, new technologies and industry standards in the identity and/or biometrics space.
  • Holds or eligible for UK security clearance to SC level.

Desirable

  • Experience of architecting and deploying biometric and identity solutions, with exposure to a range of modalities e.g. biographic, fingerprint, facial, and iris.
  • Understanding of testing methodologies for biometric and identify verification systems, measuring bias, performance, performance drift and presentation/system resilience.
  • Understanding of the risks related to biometric and identity verification solutions, the role of Presentation Attack Detection (PAD) and capabilities and limitations of verification, identification, and liveness detection (facial and fingerprint).
  • Experience in working with stateless application designs, designing with site reliability and operational processes, and performance tuning and automation testing.
  • Recognised industry expert with market presence and experience speaking at biometric and digital identity events.
  • Have existing trusted relationships with biometric vendors and understand the supplier landscape. Experience delivering in Transport, Defence, Borders or Public Safety.
  • Have familiarity with the GDS Service Standard and the Technology Code of Practice.
  • A deep understanding of relevant biometric architecture and interoperability tools and standards such as ISO/IEC 19794/29794, NIST/ANSI ITL1.
