Job description
Under the general direction of the Director of Application and Data Services in the Information Technology department, the primary function of the Data Services Specialist is to serve as lead, collaborating with subject matter experts, institutional researchers, and senior development team members in the design and development of enterprise-wide business intelligence reports, data dashboards, and data set solutions. These solutions will provide end users with high-quality information resources required for business operations, strategic decision-making, and statewide compliance.
Provides expert design, development, programming, deployment, enhancement, and support of business intelligence reports, dashboards, and data sets using tools such as the Microsoft BI stack (Power BI, SQL Server Management Studio, and SQL Server Report Server). Works closely with the college¿s Database Administrator (DBA) to design and maintain a modern data infrastructure that provides end-users with actionable insights for operational efficiency and strategic growth based on a ¿customer-first¿ perspective.
Leads and/or participates in collaborative needs analysis sessions with business analysts, subject matter experts, and other development team members to determine solution requirements.
Working under the guidance of the Director of Application and Data Services, the incumbent is responsible for the technical and ethical stewardship of the organization¿s data. This role requires an uncompromising commitment to data privacy and confidentiality. The Specialist must ensure that any data surfaced for business intelligence or application support is de-identified or masked where appropriate, maintaining the high watermark for security and ethical standards set by the department leadership.
This is an exempt position reporting to the Director of Application and Data Services.

- Facilitate collaborative needs-analysis sessions with stakeholders and subject matter experts to elicit, analyze, and translate business challenges into comprehensive technical specifications
- Evaluate and validate data integrity across all deliverables, ensuring strict adherence to organizational data governance standards and statewide regulatory requirements
- Author comprehensive technical documentation and provide high-level support and training to empower end users in utilizing self-service data tools for informed decision-making
- Serve as emergency backup to the senior DBA for essential data pipeline continuity, basic monitoring, or coverage during absences
- Other duties as assigned
Requirements
- Bachelor¿s degree in Data Science, Informatics or related field, OR equivalent education and experience
- Minimum of five years experience in a database related field, * Three or more years of experience as a lead data analyst
- Demonstrated proficiency in T-SQL and/or Oracle PL/SQL
- Proven experience with the Microsoft BI stack and/or other data visualization tools.
- Three or more years of project management experience
- Demonstrated proficiency with the Peoplesoft/ctcLink database structure, Work is typically performed in an office setting, and onsite/in-person. The ability to sit at a desk/computer station, bend, stoop, walk and generally move around the office to consult with others, work within a busy environment and remain focused on tasks. The ability to speak clearly on the telephone, use a computer is required. Recurring early/late hours (weekend/early morning/evening meetings). Some tasks require lifting and moving of objects up to 30lbs. This position requires the ability to drive and use of a personal vehicle. The ability to make sound judgments is essential. Telework options may be available.
