Job description

Under the general direction of the Mechanical Electrical Foreman III, the System Program Integrator is responsible for building computing systems for City by combining hardware, software, networking and storage products from multiple vendors. The position responsibilities include, but is not limited to, maintenance and troubleshooting of control valves, flow, pressure, level transmitters and other instruments, within the water/wastewater collection and distribution system. This position requires knowledge of Programmable Logic Controllers, SCADA Systems, networking, and radio communication (telemetry), computer-controlled analog and digital input/output system, application and development of software ladder logic, and HMI graphics. This position also calls for eperience and familiarity with motors, starters, and VFDs, and the ability to work safely around low and high voltage up to 480v, as well as the ability to read electrical diagrams. Essential Duties and Responsibilities: The following duties are illustrative and not ehaustive. The omission of specific statements of duties does not eclude them from the position if the work is similar, related, or a logical assignment to the position., * Performs comple installation, modification, fabrication, repair, and maintenance of electronic and/or electrical equipment used in industrial, water treatment plant, wastewater treatment plant, lift station operations.

  • Performs advanced analysis and interpretation of test data and may edit PLC programs using specified software.
  • Design, develop, program, install, modify, and test the installation of electrical process control equipment, components and/or systems. (PLC programming, HMI programming, SCADA)
  • Provide field service support (instrumentation and controls).
  • Conduct trial runs of programs and software applications to ensure they produce the desired results and that instructions are correct.
  • Calculates data necessary for wiring systems, and requisitions supplies, and materials needed to complete projects and assignments.
  • May direct and/or oversee the work of lower-level technicians and fellow technical maintenance employees and train lower-level technicians and staff in all phases of a variety of electronic instrumentation, equipment, and control systems.
  • May serve as the lead employee as directed on project teams assigned to a given assignment.
  • Recommends electronic requirements in support of facilities and/or systems.
  • Prepares work schedules and coordinates maintenance schedule with operations as well as prepare technical reports of electronic operational issues.
  • Provides written documentation and reports for compliance inspections.
  • Performs other duties as designated.
  • Supervises and/or participates in the installation, alteration, troubleshooting, repair and maintenance of control and electrical systems, motors, and other mechanical equipment.
  • Schedules assignments, supervises, trains and provides technical guidance to subordinate technicians.
  • Coordinates work with consultants and contractors when jobs performed eceed the in-house abilities or specialized services.
  • Reviews new construction to determine all City standards are met and electrical equipment performs as designed including backup power test and switchover.
  • Requires the ability to program MDS radios and troubleshooting Data Flow Systems radios.
  • Orders parts, services, and maintains inventory on electrical components.
  • May be required to work within all areas of the department and/or the City as the need arises.
  • Requires the ability to use programmable logic software for Allen Bradley PLCs for troubleshooting and control modification purposes, and able to perform HMI/SCADA development work, preferably, Trihedral VTS.
  • Monitors and controls access to Facilities computers and programs alongside the City's IT department for security purposes.
  • Requires also work with the City's IT department for the installation of new computing equipment and the installation of new software for operating purposes.
  • May require mechanical work if arises.

Requirements

  • To perform this job satisfactorily, an individual must be able to perform each essential duty satisfactorily.

  • Strong computer skills including Microsoft Office, Outlook, Ecel, etc.

  • Knowledge of electrical safe work practices and procedures.

  • Knowledge of industrial automation, control panels, programmable logic controllers (PLCs), and instruments.

  • Knowledge of the proper applications of instruments that control a process function.

  • Knowledge of Radio Communications (Telemetry) associated software & hardware.

  • Ability to troubleshoot and program with related software.

  • Ability to work with scientific and analytic computer software, calculators, voltage and current meters, electronic probes, process multi-meters and specialized calibration equipment, in an industrial operations setting.

  • Ability to work on a variety of work schedules including emergencies, and/or disaster situations.

  • Ability to interpret engineering plans, diagrams, schematics, PLC ladder logic, and blueprints.

  • Troubleshoots, installs, maintains, modifies, calibrates, inspects, and repairs instrumentation process control systems, motor starters, controls, and variable frequency drives., Minimum Qualifications: To perform this job successfully, an individual must be able to carry out each essential duty or responsibility satisfactorily.   • 5 years' eperience in the maintenance and repair of electrical and control systems

  • Ability to take independent action without constant supervision.

  • Ability to make logical decisions based on training and eperience.

  • Ability to work in or around wastewater and related jobs.

  • Ability to work in or around moving machinery and high voltage safely.

  • Must have a good safety record

  • Must be in good physical condition working outside in the elements performing etensive electrical and mechanical repairs without direct supervision.

  • Must be willing to provide support to other employees and departments in a team atmosphere.

Education and Eperience:

  • Graduation from an accredited high school or possession of an equivalency diploma, or higher

  • Five (5) years of eperience in PLC programming, control, instrumentation of water/wastewater facilities and familiarity with SCADA systems

  • Additional specialized training may be required after employment:

  • An equivalent combination of education, training and eperience which provide the necessary knowledge, skills and abilities and other competencies necessary for success in the target position.

Certificates and Licenses:

  • Florida driver's license.
  • Technical electrical training/ schooling may supplement the lack of hands-on eperience.
  • Various safety training required (lockout, tag out).
  • F. E. M. A.; IS-100, IS-200, IS-700, IS-800, required within 2 years.
