Job description
The Los Angeles Department of Transportation (LADOT) is hiring up to three (3) Junior Systems Analyst Programmers to build and modernize web applications supporting the department's 2028 Olympic initiatives and its portfolio of legacy web systems. You'll report to LADOT Project Managers in a hybrid environment and work alongside the LADOT application development team, business leads from other City departments, contractor programmers, and data/integration teams.
This work redesigns legacy applications to improve usability, streamline workflows, enable integration with other City and vendor systems, manage payments, and strengthen security. Because many of LADOT's systems combine mapping technologies with large-scale databases, experience with ESRI Geographic Information Systems (GIS) is highly valued.
What You'll Do
- Perform requirements analysis and documentation
- Build proof-of-concept designs for proposed application specifications
- Develop approved web applications using industry-standard tools (.NET Core, Microsoft SQL, etc.) with robust logging for easy debugging
- Write unit tests, conduct system testing, and support user acceptance testing to ensure quality and reliability
- Develop in JavaScript
- Convert legacy platforms to newer technologies and integrate with other applications via ETL or API data transfers
- Check in code revisions using GitHub
- Deploy applications to Azure Web App
- Implement or consume APIs to interact with applications
- Design and build management dashboards and custom reports
- Author and maintain code documentation, functional specifications, technical documentation, and user guides
- Collaborate with application developers, subject matter experts, and business leads
- Communicate clearly in written and verbal formats with internal and external teams
- Perform code reviews of other team members' work
- Debug problems and troubleshoot application issues
- Write secure, reusable, and maintainable code that follows software development best practices
Requirements
- Bachelor's degree in Computer Science, Computer Engineering, or a related field - or equivalent IT work experience, * Website development using .NET, HTML5, CSS3, and JavaScript
- Cloud-based (Azure) application modernization, data services, and infrastructure technologies
- Familiarity with libraries and frameworks such as .NET Core, Bootstrap, jQuery, React, Node.js, and the latest ArcGIS API for JavaScript
- Strong programming skills in C#, JavaScript, PowerShell, and Python
- Experience with XML or JSON and API integrations
- Database design and programming with SQL (SQL Server)
- Data modeling that supports unique business processes, efficient data access, and secure data resources
- Agile software development
- Version control using Git
- Ability to assess business requirements and design, develop, and implement software solutions to meet them
Preferred Skills
- ArcGIS Maps SDK for JavaScript
- Mobile application development (Android and iOS)
- E-commerce and payment portal experience
- Basic accounting knowledge
- Experience optimizing code for system speed and performance
- Strong QA skills - thorough code review and testing, * Bachelor's (Required)
