This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology (OIT), Applications Management Group (AMG).
As a IT Product Manager, GS-2210-13, you will consult, provide high-level technical expertise, and collaborate in the development, implementation, and evaluation of products associated with national health insurance programs., * Lead cross-functional teams including designers and software engineers to deliver products and service in an iterative manner meeting mission and user needs.
- Serve as the IT expert on systems analysis issues at CMS, engaging with customer agencies to perform needs assessments and translate requirements into data-driven solutions.
- Work closely with business, program, and IT leadership to define and manage product direction, including development, analysis, and evaluation of existing and potential products.
- Analyze and clearly communicate complex technical and programmatic issues, orally and in writing, to all organizational levels.
- Work with a high degree of independence to proactively manage risks to product roadmaps, interpret policy and regulatory requirements, resolve conflicts, and provide recommendations., * You will be subject to a background and suitability investigation.

Requirements
Basic Requirement for the Information Technology Specialist series, GS-2210-13: 1.) Attention to Detail - is thorough when performing work and conscientious about attending to detail. AND 2.) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. AND 3.) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. AND 4.) Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:(1) Leading the full product lifecycle in cloud-based or cloud-hosted environments, using modern product delivery methodologies such as Agile, Scrum, SAFe, or similar iterative frameworks; AND (2) Collaborating with business/program stakeholders, IT leadership or development teams to define product objectives, priorities, requirements or roadmaps, and translating business or program needs into actionable technical requirements; AND (3) Applying human-centered design and iterative development practices such as usability testing, information architecture, interaction design, content strategy, or service design methodologies to develop, deliver, or manage IT products or services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
