Job description
The post holder will provide support to systems across the trust which include a range of clinical and non-clinical systems requiring application management, business systems administration where appropriate, data quality and data assurance as applicable the needs of the Trust.
Some of the supported applications are part of the national reference solution offered by the Local Service Provider, other systems have been procured or developed locally and are bespoke to the requirements of the Trust.
The post holder will work as part of the Digital Systems Support Team and will make every endeavour to reduce key person dependencies within the team.
The post holder will be required to provide expertise on projects involving IT systems as required. The post holder will contribute to evaluation, recommendation and guidance in the selection of applications, including the planning, provision and management of IT resources in order to meet project timescales and expectations.
The post holder will also be required to further develop his/her knowledge to become a technical specialist in one or more clinical systems. The post holder is the central point of contact for clinical and non-clinical users and will play a lead role in enabling system access, monitoring performance and providing system guidance., · Working with departments the senior system analyst will be responsible for the set up and maintenance of the digital systems that the team has responsibility for.
· The role will ensure create documentation to support the digital systems and ensure that documentation on the configuration, set up and use of the systems are kept up to date.
· The role will provide expert advice to the organisation in order to ensure that supported digital systems meet National and Local standards and will work with system providers to fill any shortcomings.
· To be responsible for ensuring that processes are followed for implementing system changes (which may include the logging and requesting of changes) by liaising with internal users and external suppliers.
· To analyse, investigate and recommend/resolve complex issues/problems. This may include the identification of the source of the error and provide corrective actions (workarounds) while a more permanent fix is identified.
· To provide information, analytical or narrative to appropriate groups within the team and wider Trust to demonstrate appropriate system use and monitoring of targets (either directly or by ensuring appropriate data is available).
· To be a technical specialist in at least one major system in use in the trust, including the complex interactions with other supported systems.
· Required to interpret and communicate complex issues to non-IT staff.
· Involved in the preparation of information for SLA meetings.
· Ensure all incidents are logged in the incident management system and calls are updated accurately and in a timely manner, accounting for breaches, should they occur in an ITIL (IT Infrastructure Library) structured and change controlled environment.
· To achieve their objectives the post holder will work independently and will have the freedom to act and make decisions but will keep their line manager fully informed.
· Provide 2^nd line support and will organise their own work. Expectation to be responsive to variable workloads and interruptions from other staff.
· Participate in the on-call rota, to provide out of hours support for the digital systems team.
· Post holders will initiate, plan and modify work packages providing advice/guidance on system usage and configuration. This will include working with end users to configure software (new and existing) to support the way in which they work. This will involve the interpretation of complex information, analysis and specialist knowledge.
· Post holders will undertake the testing and quality assurance for systems (new and existing), or changes, that need to be presented to Change Advisory Board. They will ensure that the change is fit for purpose before being released to end users. They will also review the documentation that is provided to enable the support of systems.
· To be involved in internal and external user groups and other meetings leading workshops to facilitate future system developments.
· To assist in the integration and implementation of Information Standard Notices (formerly referred to as Data Set Change Notices) in a timely and well communicated approach in partnership with the trust, including liaising with other teams within digital services and system users. Where there are shared systems this may involve other local or national organisations.
· To work closely with other disciplines within the Trust including Programme Team, Business Change Team, Training Team, Business Intelligence and Technical services especially during the planning, specifying, reviewing, updating, and upgrading of systems.
· To play an active part and lead in Post Implementation Reviews of supported software and liaise with other disciplines within the department where corrective action is identified.
· Assist in the provision of information required for the IG Toolkit
· To assist in the provision of effective System Support and Development across, IT whilst supporting their performance measurement agendas, to help ensure that the business and governance needs of the Trust, statutory and commissioner requirements etc, are met to agreed deadlines
· To assist trust Information Teams in ensuring all statutory, local and commissioning reporting and data set submission requirements are met by ensuring appropriate data capture within the system or application
· Provide reports, as required, regarding the use of supported systems and data quality issues.
· The post holder will be required to participate in the development and implementation of Key Performance Indicators and Critical Success Factors within the Trust around the end usage of system.
· The post holder will be required to monitor delivery against these targets and produce reports detailing performance levels and provide supporting information to explain improvements or degradation in service, when appropriate.
· The post holder will liaise with the Directorate Managers / Key stakeholders of systems to ensure they are briefed and up to date on any performance issues that may require discussion within the trust
· By working with the Trust, the post holder will implement policies and propose changes which may result in system developments being implemented including the preparation of documentation. These strategies/policies may be local and national.
· To regularly liaise with staff within the Trust on issues that affect the supported systems
· To provide full support for audits on their areas and act on recommendations as appropriate.
· The post holder will work within the constraints of the allocated project(s) budget, highlighting any cost pressures Committed to personal professional development and a willingness to undertake the full range of training and staff management required.
· Ensure that they have a Personal Development Plan (which is reviewed six monthly) and ensure that their skills and knowledge bases are kept up to date to allow their services and the overall service provided by the Support Team is of a satisfactory standard.
· Ensure that junior staff are trained in techniques, skills and approaches required to perform their duties.
Requirements
We are seeking a dedicated systems support person to join the systems support team. The role will require an enthusiastic and analytical person. A high level attention to detail is required due to the complexity of configuration and dependencies across the digital systems architecture., * Degree level or equivalent knowledge gained through experience
Desirable criteria
- Prince2 Foundation, * Experience supporting Trust wide systems (including clinical systems)
- Experience of communicating issues to non-technical staff
- Experience of working as part of a team involved in Patient Administration Systems (PAS)
Desirable criteria
- Experience of working within a project using PRINCE2
- Experience of working with system suppliers
- Experience of defining user requirements and interpreting them to system suppliers
- Use of Microsoft Project and Visio, * Ability to make judgements based on the analysis and investigation of issues
- Excellent organisations skills and ability to react to changing requirements
- Knowledge of working practices/areas where clinical systems are used
- Ability to work unsupervised and able to manage own time and workload
- Experience of working with external organisations over service issues
