Job description
We are seeking a highly skilled, hands-on Senior Lead Developer to spearhead the engineering efforts for the FMCS enterprise application ecosystem. In this role, you will be responsible for all core coding, system customization, bug fixing, and technical troubleshooting across the agency's Microsoft 365, Azure, and custom .NET environments. As a designated Key Personnel member, you will translate architectural designs into secure, production-grade code, guide junior/peer developers through rigorous code reviews, and champion modern DevSecOps practices to deliver continuous value to over 20,000 internal and external users., * Core Engineering: Lead all development, coding, and integration efforts across the FMCS technology stack for both minor adjustments ($<40>
- Custom Ecosystem Evolution: Build, refactor, and maintain custom applications using C#, .NET, and SQL Server backends-including the high-priority Arbitration management system hosted on Azure VMs.
- Microsoft 365 & Power Platform Customization: Develop advanced low-code/pro-code hybrid solutions featuring Power Apps (Canvas and Model-Driven), Power Automate flows, Power Pages portals, Power BI dashboards, and underlying Dataverse data models.
- Web Environment Modernization: Remediate and modernize public-facing web environments, transitioning legacy WordPress/Apache footprints over to cloud-ready, compliant target states.
Software Development Standards & DevSecOps Implementation
- Code Review & Mentorship: Conduct mandatory peer reviews of all code modifications before they are merged into the main branch to guarantee security, logic, and style compliance.
- Automated Testing: Write and maintain comprehensive automated test coverage for all new code deliveries, ensuring verified test results are integrated seamlessly into Agile sprint reviews.
- CI/CD Guardrails: Support the implementation and daily operations of Continuous Integration/Continuous Delivery (CI/CD) pipelines, responding to automated security scans (SAST and DAST).
- Version Control: Ensure all developed source code is rigidly maintained within Government-accessible, version-controlled repositories.
Security, Supply Chain & Accessibility Engineering
- Vulnerability Remediation: Actively troubleshoot, isolate, and resolve system performance issues, software bugs, and security vulnerabilities identified by continuous monitoring and threat assessments.
- Secure Software Supply Chain: Implement secure coding practices and generate compliant Software Bill of Materials (SBOM) documentation for production releases per federal directives (OMB M-24-15).
- Accessibility Adherence: Build and test all front-end interfaces to guarantee native alignment with Section 508 and WCAG 2.0 Level AA accessibility standards, resolving automated and manual screen-reader testing exceptions promptly.
Requirements
- Enterprise Software Engineering: Minimum of ten (10) years of experience engineering, supporting, and scaling enterprise-level IT systems.
- Cloud Development: Minimum of five (5) years of direct coding and development experience inside cloud environments (specifically Azure Government/GCC Medium and AWS).
- Full-Stack Technical Proficiencies:
- Backend & Data: Deep mastery of C#, .NET Framework/.NET Core, SQL Server, PostgreSQL, and cloud-native DBaaS architectures.
- Frontend & Open-Source: Proficiency with modern frontend JavaScript frameworks (such as React, Angular, or Vue.js) alongside general backend open-source environments (Python, Java, Node.js).
- M365 Environment: Extensive hands-on customization experience with SharePoint Online, Teams governance, Dataverse data modeling, and the full Power Platform suite.
- Federal Context: Practical experience developing systems under FISMA Medium security guidelines, working alongside security teams to clear vulnerability findings and maintain robust ATO postures.
- Methodology Mastery: Deep alignment with Agile development ceremonies and hands-on experience using industry-standard quality frameworks (such as CMMI Level 3 standards).
Security Clearance :
- Must have a Tier 2 (Moderate Risk) Background Investigation (Public Trust)
