Job description

The Civil Service Unit within HRD is responsible for testing potential public safety personnel and working with cities, towns, and state agencies to ensure they have a qualified, diverse pool of candidates. Annually, the unit tests over 10,000+ potential public safety candidates for a variety of positions, including police and fire, environmental police, and corrections officer candidates., * Serve as the primary point of contact with testing vendors, subject-matter experts (SMEs), peers, managers, candidates, and the public safety community by coordinating communications, responding to inquiries, and participating in recruitment efforts.

  • Project manage examination development by planning and scheduling meetings, preparing for and facilitating job analysis, focus groups, and content validation sessions with SMEs.
  • Develop and validate examinations by creating test plans from job analysis data, compiling examination questions, reviewing reference materials, preparing reading lists, assisting with revalidation efforts, and identifying challenges with recommendations for improvement.
  • Design, distribute, and analyze surveys; evaluate examination and item performance using descriptive statistics and quality assurance practices; analyze and process examination data; and create reports with data visualizations and technical documentation.
  • Assist with examination administration by serving as a proctor, administering examinations, utilizing online systems to research candidate and test information, investigating and reviewing appeals, and preparing documentation for internal legal review.
  • Maintain organized electronic records, ensure the confidentiality and integrity of examination data, adapt to new testing processes and methodologies, and apply critical thinking to develop effective solutions.

  • Experience working with an applicant tracking system, MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
