The Procurement & Payables section of King County's Finance and Business Operations Division is seeking a Special Duty Assignment/Term Limited Temporary E-Procurement Functional Analyst 3 to serve as the technical subject matter expert for King County's E-Procurement system (Oracle Fusion Cloud Procurement). This role is central to ensuring that Procurement & Payables and agency partners have a reliable, well-supported, continuously improving system that meets business needs.
This position works closely with the Procurement staff and serves as the primary liaison between Procurement & Payables and the Business Resource Center (BRC), translating business needs into system requirements and driving enhancements from design through testing and implementation. The ideal candidate brings strong functional expertise in Oracle, excellent analytical skills, a collaborative mindset, and a passion for improving procurement operations through technology.
Scope of Job Duties
- Serve as the functional and technical subject matter expert for King County's E-Procurement system (Oracle Fusion Cloud Procurement).
- Partner closely with Procurement team to understand business needs, resolve system issues, and improve sourcing, contracting, and purchasing workflows.
- Collaborate on E-Procurement initiatives that impact procurement staff, agencies, and suppliers.
- Act as the primary liaison with the King County's Business Resource Center to translate procurement business needs into functional and technical requirements.
- Lead all functional testing for enhancements, upgrades, workflow changes, and break fixes, ensuring system accuracy and readiness.
- Research, troubleshoot, and document system issues; coordinate resolution with BRC and technical partners; validate fixes before release.
- Facilitate business requirements-gathering sessions with P&P staff, Contract Specialists, and agency partners to define improvements and system needs.
- Provide functional support to end users, including Contract Specialists, procurement staff, and agency stakeholders, by answering inquiries and resolving system-related problems.
- Monitor upcoming Oracle releases, analyze impacts on procurement processes, and support communication and readiness planning.
- Identify opportunities to improve procurement operations through system capabilities, automation, reporting, and process optimization.
- Support the design and development of ad hoc and enterprise reporting solutions using Oracle Business Intelligence Publisher (BIP) and Oracle Transactional Business Intelligence (OTBI).
- Deliver analytic dashboards, automated alerts, and scheduled reporting jobs that enhance security audits, risk assessment, sensitive data monitoring, and Sourcing and Procurement transaction analysis.
Requirements
- Experience serving as a functional analyst or technical specialist supporting an E-Procurement or ERP system, preferably Oracle Fusion Cloud Procurement.
- Experience with Oracle Business Intelligence Publisher (BIP) and Oracle Transactional Business Intelligence (OTBI)
- Demonstrated ability to translate business needs into system requirements and functional specifications.
- Experience conducting system testing and validating results for enhancements, upgrades, and break fixes.
- Strong analytical and problem-solving skills, including the ability to diagnose issues and recommend solutions.
- Strong communication, interpersonal, writing and customer service skills
- Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
- Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
- Ability to work with people from diverse backgrounds.

Benefits & conditions
201 South Jackson Street, Seattle, WA 98104, Hybrid work $107,515.20 - $136,281.60 a year - Temporary, * Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
- Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act and therefore is NOT overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
- Union Representation: This position is not represented.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work in our department's hybrid environment. Employees will be provided with a county-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work.
