Job description
Unisoftech Inc. is seeking an experienced Program Manager to support a statewide IT modernization initiative for Maryland State programs.
This role serves as the primary point of contact for day-to-day project operations and is responsible for project governance, stakeholder communication, planning, budgeting, execution, monitoring, quality assurance, and risk management., * Manage day-to-day project activities, milestones, and system integrator deliverables.
- Identify and mitigate project risks, issues, and workflow disruptions.
- Facilitate discussions between State agencies and contractors.
- Ensure work is delivered on time, within budget, and within scope.
- Support data migration, system integration, and enterprise modernization efforts.
- Prepare status reports, project artifacts, and compliance documentation.
- Coordinate with oversight teams, IV&V, QA, and stakeholders.
- Manage vendor performance and escalation issues.
Requirements
- Bachelor s degree in Engineering, Computer Science, Information Systems, Business, or related field.
- PMP certification required.
- 10+ years of project management experience.
- 2+ years of healthcare or public sector technology project management experience.
- Experience with complex IT development projects, PMBoK methodologies, SDLC/Agile standards, and UAT.
- Strong written and verbal communication skills.
Preferred Experience
- Previous experience working with State Government IT development projects is a plus
- Familiarity with state government operational workflows, public sector reporting, and related agency/state billing and compliance requirements (Highly Preferred).
- Direct experience managing or supporting a designated Major IT Development Project (MITDP) within a State Government framework is highly preferred and a significant
- Proven track record of directing enterprise infrastructure initiatives, including data center migrations, cloud infrastructure deployment (AWS/Azure), and network architecture modernization is a plus.
- Demonstrated experience leading enterprise-wide IT centralization, shared services consolidation, or legacy system decommissioning initiatives within a state agency framework is a plus.
