As the GIS Manager, you will lead the County's Enterprise GIS program, overseeing the development, administration, and optimization of innovative GIS solutions using ESRI technologies. This leadership role combines strategic planning, technical expertise, and team management to deliver reliable mapping applications, spatial data solutions, and enterprise GIS services that empower County departments, decision-makers, and the community. - Oversee the integration, maintenance, and management of spatial data within the Enterprise ArcSDE geodatabase while ensuring data integrity and accessibility.
- Collaborate with database and server administrators to optimize GIS performance, maximize system availability, and support enterprise technology initiatives.
- Develop, implement, and maintain GIS technical standards, geodatabase specifications, mapping conventions, and standard operating procedures.
- Review, analyze, and interpret complex spatial data, applying advanced GIS methodologies, data conversion techniques, and quality assurance practices.
- Plan, develop, and implement GIS applications and technology solutions that support departmental operations and align with organizational business needs.
- Develop and deliver GIS training programs, user documentation, and technical resources to support end users and promote effective use of GIS technologies.
- Foster a culture of continuous learning by coordinating employee development, cross-training opportunities, professional education, and technical skill advancement.
- Research and evaluate emerging GIS technologies, products, and industry trends, providing recommendations to support strategic planning and infrastructure improvements.
- Supervise assigned staff by overseeing recruitment, onboarding, coaching, work assignments, performance evaluations, leave administration, and employee development while promoting a collaborative and high-performing work environment.
- Supports the Emergency Operations Center (EOC) prior to and when activated as required.
Requirements
Graduation from an accredited four-year college or university with a degree in GIS, Management Information Systems, Computer Science, Geography, Engineering, or a related field and four (4) years of experience with local government GIS applications and ESRI products, including some supervision experience; or an equivalent combination or education and experience. Management Preference:
- GIS related certification such as GISP or an ESRI certification displaying core concepts of GIS Design aspects & Data Modeling, GIS Analytical methods, data manipulation, geospatial data, and conceptual foundations.
- 4+ years of experience demonstrating advanced knowledge of ESRI products (e.g., ArcGIS Desktop, ArcGIS Server, Model Builder, and ArcSDE).
Knowledge, Skills and Abilities
- Knowledge of the methods, procedures and policies of Cumberland County as such pertains to the performance of the essential duties of the position
- Knowledge of the principles and practices of applications programming work to include analyzing complex user requests and developing, coding and implementing programs, preparing program documentation and assisting users
- Knowledge of multiple input and output file handling
- Knowledge of geography, cartography, and GIs technology
- Knowledge of creating, editing, and maintaining GIS data
- Knowledge of programming languages (e.g. Python, SQL, HTML, JavaScript and CSS), Microsoft's SQL Server, and local government GIS applications
- Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position
- Knowledge of the organization of the department, and of related departments and agencies; and occupational hazards and safety precautions required to perform the essential functions of the work
- Ability to establish and maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities
- Ability to supervise and train others; and strong ability to communicate orally and in writing
