Job description

Subject Matter Expert in messaging compliance technologies to design, implement, and manage Citi's global electronic mail and instant message Regulatory Archive application infrastructure with respect to the implementation of Smarsh Enterprise Archive. Role will work closely with external vendors, internal Citi Risk, Legal, Compliance, Offshoring, Data privacy, and other Citi Business and Citi Technical teams to ensure Citi delivers a platform that meets and adheres to legal, regulatory and compliance requirements. Areas include supervision, archiving and retention of electronic communications and records based on U.S. Securities and Exchange Commission (SEC), FINRA (Financial Industry Regulatory Authority), CFTC (Commodity Futures Trading Commission), UK Financial Conduct Authority (FCA) , Korea Financial Supervisory Services FSS, GDPR (General Data Protection Regulation), CCPA (California Consumer Privacy Act) and other foreign and domestic regulatory agency regulations governing Citi global presence., * Architect, design and development of new Archive products, enhancements and services for the messaging compliance space based on business and regulatory requirements globally.

  • Work with Vendors in formulating contract revisions, negotiations, SOWs and SLAs to meet Citi strategic objectives, budgets and timelines.
  • Work with country stakeholder's Legal, Compliance, Risk, Offshoring, Data Privacy teams to define the policies needed to deliver a full compliant and cost effective archive strategy in this space.
  • Ensure that electronic Messaging and Communications products used within our space are under compliance with laws, rules and policies for proper archiving, retention, supervision, and controls based on changing geographic, regulatory, and legal requirements by meeting Citi Security standards and controls.
  • Governance of standards for compliance products and integrations into Citi production systems and Operational models and processes.
  • Develop effective risk management plans and ensuring that compliance solutions adhere to Citi Risk Management guidelines and principals.
  • Work with DWCS and various Operations and eDiscovery groups on service improvements to measure the ongoing performance of the service to meet SLAs and KRI.
  • Partner with Compliance, Legal, Business Owners, Country SMEs (Subject Matter Experts) and Technology SMEs to satisfy all local requirements.
  • Work with Operation partners to maintain and support the life cycle of all software/hardware components by producing solid Engineering releases to DWCS partner's integration and implementation teams and be responsible and accountable to development test results along with script packages and detailed support documentation.
  • Work with vendors and stakeholders to formulate complete business cases and project plans to execute all phases of program including request for information and proposal, proof of concept, budgeting and initial expenditure forms, ordering, deployment, implementation, testing, proper engineering and operation documentation.
  • Supervise and promote Citi engineering products globally, providing guidance to DWCS and business sectors on matters pertaining to the adoption and implementation of new technologies, level 3 escalation, performance management, and periodical reviews with regional teams and stakeholders.

Requirements

  • Minimum of 6 to 10 years of experience participating in the Engineering and deployment of electronic Archive, Messaging products in a large scale installation of users (100K+) for a financial institution or a comparable system.
  • Experience in the testing and implementations of regulatory archive and/or email and messaging solutions, this includes ensuring solutions are sound and adhere to industry best practices and internal corporate requirements. The candidate should also have previous project management experience based on the ITIL model or any alternatives for ITSM framework.
  • Electronic Messaging Experience with understanding of SMTP RFC 5321 & RFC 2822 protocol, transmission, formatting, routing, delivery and acknowledgments.
  • Experience with the Smarsh, ZL, MS Exchange, MS Teams & Proofpoint product offerings.
  • Understanding of Cloud computing technologies and models, ideally with Amazon AWS & Microsoft Azure Ecosystem.

Competent Knowledge of:

  • Experience in networking environments with an understanding of Email solution, chat messaging, network components, firewalls, SMTP relays and crypto technologies in Microsoft installations.
  • Experience in running large projects to ensure that project milestones dates are managed and delivered on time and to budget, with integration to the other Citi User platforms as required by the solution to deliver a market leading mail archive platform in terms of user experience, reliability and consistency.
  • Experience and understanding in open systems Windows and Linux platforms, Web servers (IIS, Apache, NGINX), MS Active Directory, Exchange servers and components, DBs servers (SQL, Oracle), scripting languages (Windows PowerShell, VBScripting, JScripting, Unix shell (Perl, Bash), Networking (OSI layer), message routing (Proofpoint), identify IO bottleneck and trending, diagnose and resolve performance issues.

Education:

  • Bachelor's Degree or equivalent experience.
