Job description

Our client, a large enterprise organization, is seeking an experienced IT Portfolio Analyst to support the operational, financial, and vendor management functions of its Information Technology organization. This individual will partner closely with IT leadership, Project Managers, Vendor Management, Procurement, and technology stakeholders to oversee technology investments, vendor engagements, portfolio reporting, and operational planning. Responsibilities IT Portfolio & Investment Management

  • Support the planning and oversight of the enterprise IT portfolio, including infrastructure, applications, cloud services, software, and strategic technology initiatives.
  • Partner with IT leadership to develop and manage annual operating and capital technology budgets, forecasts, and long-range planning.
  • Monitor technology investments and actual spend against budget, identifying variances, trends, risks, and opportunities.
  • Assist with resource planning and investment prioritization across multiple technology initiatives.
  • Develop executive dashboards and reporting that provide visibility into portfolio performance, technology investments, vendor utilization, and project health.
  • Support business case development, financial modeling, ROI analysis, and scenario planning for new technology initiatives.

Vendor & Procurement Management

  • Serve as a key liaison between IT, Procurement, Strategic Sourcing, and external technology vendors.
  • Manage the financial and operational lifecycle of technology vendors from initial engagement through project completion.
  • Review Statements of Work (SOWs), purchase orders, contract amendments, and vendor deliverables to ensure alignment with approved project scope.
  • Monitor vendor commitments, contract utilization, project milestones, renewals, and overall technology spend.
  • Identify opportunities to optimize vendor relationships, improve contract utilization, and reduce unnecessary technology spending.
  • Partner with Procurement and IT leadership during vendor evaluations and contract discussions to support informed business decisions.

Technology Financial & Operational Analysis

  • Analyze spending across software, hardware, cloud services, consulting engagements, licensing, and managed service providers.
  • Prepare recurring reports highlighting portfolio performance, technology investments, vendor utilization, and spending trends.
  • Analyze budget variances and provide actionable recommendations to IT leadership regarding financial performance and operational efficiency.
  • Support long-range planning and forecasting for enterprise technology initiatives.
  • Identify operational and financial risks related to vendor engagements, technology investments, and contract execution while recommending process improvements.

Invoice & Contract Governance

  • Validate technology vendor invoices against Statements of Work, purchase orders, contracts, project milestones, and approved deliverables.
  • Investigate invoice discrepancies and coordinate resolution with vendors, Procurement, and internal IT stakeholders.
  • Maintain accurate records of vendor commitments, payment schedules, software renewals, licensing agreements, and contractual obligations.
  • Support governance activities by ensuring vendor engagements and technology expenditures follow established approval workflows, procurement standards, and internal controls.
  • Assist with audit requests and documentation related to technology contracts and vendor expenditures.

Cross-Functional Partnership

  • Partner closely with IT leadership, PMO, Infrastructure, Applications, Cybersecurity, Procurement, and Vendor Management teams.
  • Provide analytical support for enterprise technology initiatives, modernization efforts, and strategic investment planning.
  • Act as a strategic business partner by delivering data-driven insights that support technology planning, vendor strategy, and operational decision-making.
  • Recommend process improvements that enhance portfolio visibility, strengthen governance, and improve operational efficiency across the IT organization.

Requirements

  • Bachelor's degree in Business, Information Systems, Finance, Technology Management, or a related discipline.
  • 5+ years of experience supporting enterprise IT organizations in an IT Portfolio Analyst, Technology Business Operations, IT Finance, PMO, Vendor Management, Technology Procurement, or similar role.
  • Experience supporting enterprise technology portfolios, IT operations, or digital transformation initiatives.
  • Experience managing annual technology budgets, forecasting, investment planning, and portfolio reporting.
  • Strong understanding of technology procurement processes, vendor lifecycle management, Statements of Work (SOWs), purchase orders, and contract administration.
  • Experience reviewing vendor invoices, tracking technology expenditures, and supporting vendor financial governance.
  • Advanced Microsoft Excel skills, including Pivot Tables, XLOOKUP, reporting, and financial modeling.
  • Excellent analytical, organizational, problem-solving, and communication skills with the ability to present information to both technical and business stakeholders.

Preferred

  • Experience supporting large enterprise IT organizations.
  • Experience with Power BI, Tableau, or similar reporting and visualization platforms.
  • Familiarity with software licensing, cloud services, managed services, and enterprise technology procurement.
  • Experience working within a PMO, IT Governance, Technology Business Operations, or Vendor Management Office (VMO).
  • MBA or advanced degree is a plus.

Benefits & conditions

This is with Penske, it is a contract to hire: $40-$45/hr with a converting salary of $85-$95K
