Job description
This position performs a variety of engineering and supervisory functions associated with the construction, operation, maintenance, and repair of the city's wastewater collection and transmission system., * Oversees the implementation, management, and continuance of the Administrative Order on Consent (AOC) programs to include the Infrastructure Rehabilitation Program (IRP), Management Operations and Maintenance (MOM) Programs, Continuing Sewer System Assessment Program (CSSAP), Capacity Assurance Program (CAP), and Information Management System (IMS).

Implements the IRP to include: utilize program tools to prioritize and schedule projects; determine replacement, repair and rehabilitation methods required; determine funding needed and schedule work based upon the DU 5-year CIP and Biennial Budget approval process; utilize Sanitary Sewer Overflow (SSO) Abatement List and reporting data to assess reduction in SSOs; utilize Root Failure Cause Analysis and Blockage Abatement data to assess system conditions; utilize work order software, GraniteNet, and High Frequency Cleaning List to assess reductions in reactive cleaning; calculate and utilize Key Performance Indicators (KPIs) to assess program success; utilize flow monitoring program and hydraulic model analysis to quantify I/I removed to evaluate program success; and provide recordkeeping and training for the program.

Oversees, coordinates, and directs the activities of the AOC consultants; prepares and reviews Professional Service contracts to secure or extend professional engineering services.

Directs supervision of Civil Engineers (Sewer) and general supervision of FOG Inspectors to include assignment of tasks and priorities, monitoring of work, utilization of work order software, and performs performance management functions.

Coordinates and directs the activities of staff engaged in gathering and analyzing information associated with the operation, maintenance, inspection, and design of system facilities.

Oversees and analyzes wastewater collection and transmission system (WCTS) operational and maintenance key performance measures; oversees and performs calculations associated with WCTS preventive maintenance programs (PMPs); oversees the review and analysis of inspection records associated with WCTS PMPs; oversees the development of standard operating procedures.

Reviews and applies ADEM and all other applicable regulatory regulations and industry guidelines to wastewater engineering, operations, and maintenance.

Oversees and manages the Significant Industrial Discharge (SID) program to include continued implementation of the City's Muni Code, review of pre-treatment, review of permitting, and coordination with consultants and customers.

Works with information management system and other workforce management software to review work procedures, timeliness, and correctness.

Oversees the SSO Abatement program and Fats, Oils, and Grease (FOG) program to include management of personnel which analyzes, tracks, and evaluates SSOs and grease related maintenance activities; oversight of Food Service Establishments (FSEs), Grease Waste Haulers (GWHs), and Grease Control Equipment (GCE); enforces FOG regulations by utilizing the Enforcement Response Guide (ERG); and coordinates with other city departments and consultants.

Provides management and professional engineering expertise in the maintenance, operation, rehabilitation, repair, and design of WCTS facilities; prepares plans, specifications, and cost estimates; monitors work performed by architectural and engineering firms while in progress; conducts special engineering studies and prepares reports associated with WCTS and the publicly owned treatment works as needed or directed.

Assists the Assistant Director in preparing the department budget, monitoring expenditures, writing purchase orders, preparing reports, capital improvement planning, and performs "Acting" duties in their absence.

Performs related duties., This is independent work to supervise, manage and review the work activities of staff for efficiency, accurateness, timeliness, capableness, and completeness. The Assistant Director - Water Operations assigns work in terms of department goals and objectives. GUIDELINES
Guidelines include EPA and ADEM regulations, the APPA Safety Manual, voluntary OSHA guidelines, recommended Standards for Wastewater Facilities, American Society for Testing and Materials guidelines,ALDOTguidelines,andcityanddepartmentpoliciesandprocedures. The work consists of varied engineering, project management, supervisory, and technical duties. The variety of systems and functions to be managed contributes to the complexity of the position.

The purpose of this position is to supervise the city's various wastewater operations and maintenance programs and oversee capital projects, which includes compliance with the city's NPDES Permits. Success in this position contributes to the efficiency, effectiveness and compliance of system operations and services.
CONTACTS * Contacts are typically with co-workers, other city personnel, trade organizations, representatives of regulatory agencies, contractors, vendors, representatives of other utilities, and the public.
Contacts are typically to give or exchange information, resolve problems, provide services, and settle matters.
PHYSICAL DEMANDS/ WORK ENVIRONMENT

The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of hearing and smell.

The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY This position has direct supervision of Civil Engineers (Sewer) and other staff as applicable., * Military Leave: up to 21 working days per calendar year with Military Orders

Requirements

Knowledge of civil engineering principles and practices.

Knowledge of relevant state and federal codes, regulations, and standards.

Knowledge of the operation, maintenance, rehabilitation, and construction of wastewater collection and transmission systems

Knowledge of supervisory and project management principles and practices.

Knowledge of computers and job-related software programs.

Skill in engineering design and drafting.

Skill in establishing and maintaining effective working relations.

Skill in the use of computers and job-related software programs., * Graduation from an accredited* college or university with a bachelor's degree in Civil Engineering, Environmental Engineering, or closely related engineering field; and
Six (6) years recent progressively responsible engineering experience with a public/private utility that provides sewer service; or with a consulting firm providing design, rehabilitation, and construction for wastewater projects.
Possession of a current and valid license as a Professional Engineer (PE) in the State of Alabama preferred.

Six (6) years recent supervisory experience preferred.
Accredited through an agency recognized by the U.S. Department of Education (USDE), Accreditation Board for Engineering and Technology (ABET), or the Council for Higher Education (CHEA).

Valid operator's driver license and an acceptable driving record. (PBA 9/10/01)

Possession of a current and valid license as a Professional Engineer (PE) in the State of Alabama, within twelve (12) months of employment/promotion/demotion/transfer; or possession of a current and valid Professional Engineer (PE) license in any state with the ability to obtain registration in the State of Alabama through reciprocity within six (6) months of date of employment/promotion/demotion/transfer. In an emergency and/or standby situation, an employee in this position must be able to report to his/her regular workstation in a maximum of 30 minutes from the time of notification. (Sec. 2-30. (2) / PBA 1/9/95) This requirement must be met within six (6) months of employment/promotion /demotion/transfer.
