Accela Developer

The NYC Department of ...!! is seeking an experienced Senior Accela Developer to support its Accela Replacement Modernization Project. This role is responsible for designing, developing, customizing, and integrating enterprise permitting and licensing solutions using the Accela Civic Platform while supporting the migration to the Microsoft Power Platform., The ideal candidate will have over 10 years of software development experience, including extensive expertise with Accela Civic Platform, Power Apps, Power Automate, Azure Integration Services, and enterprise application development. The consultant will work closely with business stakeholders, architects, and technical teams to modernize permitting and inspection applications., Design, develop, configure, and customize applications on the Accela Civic Platform. Develop and maintain Accela Automation, Citizen Access (ACA), Accela Mobile, and Accela REST APIs. Build custom business processes, workflows, scripts, expressions, and automation within the Accela platform. Design and develop custom Power Apps (Canvas and Model-Driven Apps) and automate business processes using Power Automate. Develop custom plugins, web resources, and reusable components for enterprise applications. Design and implement integrations using Azure Service Bus, Azure Logic Apps, Azure Functions, and REST/SOA-based services. Integrate Accela with third-party enterprise systems, GIS platforms, payment gateways, document management systems, and internal government applications. Develop and consume RESTful APIs and web services for seamless system integration. Support application modernization initiatives by migrating legacy workflows to the Microsoft Power Platform. Perform code reviews, troubleshooting, debugging, performance tuning, and production support. Prepare technical architecture documents, solution designs, deployment guides, and system documentation. Collaborate with business analysts, solution architects, QA teams, and project managers throughout the Software Development Life Cycle (SDLC). Follow Agile/Scrum methodologies and participate in sprint planning, backlog grooming, and release activities.

Candidates must have strong experience working with government agencies., Bachelor''''''''s degree in Computer Science, Information Technology, or a related field. 10+ years of software development experience. 5+ years of hands-on experience with the Accela Civic Platform. Strong experience in Accela Automation, Accela Citizen Access (ACA), Accela Mobile, and Accela REST APIs. Strong experience developing solutions using Microsoft Power Platform: Power Apps Power Automate Dataverse Power Platform Administration Experience developing custom web resources, plugins, and business components. Strong knowledge of Azure Service Bus, Azure Functions, Azure Logic Apps, and Azure integration services. Experience with REST APIs, JSON, XML, SOAP, and web service integrations. Experience with SQL Server, database design, stored procedures, and performance tuning. Strong understanding of enterprise application architecture and integration patterns. Experience with Git, Azure DevOps, CI/CD pipelines, and source control. Excellent analytical, troubleshooting, and problem-solving skills. Strong communication and technical documentation skills. Preferred Qualifications Experience with complex enterprise data migration into Microsoft Power Platform. Experience implementing LPI (Land and Property Information) solutions. Experience integrating Accela with GIS platforms such as Esri ArcGIS. Experience working with government, public sector, or municipal agencies. Microsoft Power Platform certifications are highly preferred. Experience with Azure cloud services and enterprise modernization initiatives.
