Job description
1 Alpha Consulting LLC is seeking a Senior Full-Stack Microsoft Application Developer (.NET 8 with MVC) to support a high-impact application integration effort for DMI. This role will design, develop, test, and deploy a reliable .NET console application that automates secure data synchronization between the U.S. Environmental Protection Agency (EPA) RCRAInfo REST APIs and an internal Environmental Tracking System (ETS). The ideal candidate brings strong hands-on experience with Microsoft application development, secure RESTful web services, OAuth2/token-based authentication, large JSON/XML datasets, transactional database operations, structured logging, and resilient scheduled integrations., * Design and build a .NET Core / .NET 8 console application using C#, HttpClient or RestSharp, and secure API integration practices.
- Authenticate against EPA RCRAInfo REST API endpoints, including Handler, CME, e-Manifest, or WIETS modules, and manage authorization headers securely.
- Implement token lifecycle management, including client credentials, token expiration handling, and secure storage of API keys or secrets.
- Parse, filter, transform, and map complex hierarchical JSON/XML payloads into flat or structured data objects compatible with the destination ETS environment.
- Perform reliable insert/update/upsert operations into SQL Server, Oracle, or applicable internal/proprietary APIs while maintaining data integrity and minimizing system locks.
- Build resilient synchronization workflows using retry policies, delta-loading logic, automated failure notifications, and strong exception handling.
- Integrate structured logging and audit-ready execution records using tools such as Serilog or NLog to track run details, data volumes, and API response errors.
- Collaborate with business and technical stakeholders to interpret EPA Data Element Dictionaries and align application logic to business requirements.
- Develop clean, maintainable, testable C# code and validate edge cases with limited supervision.

Requirements
· 3 to 5+ years of professional software development experience using C#, .NET Core, .NET 6, and/or .NET 8.
· Experience developing Microsoft application solutions, including .NET 8 and MVC-based application patterns.
· Deep understanding of RESTful APIs, HTTP verbs, asynchronous programming using async/await, authentication headers, and secure API consumption.
· Expert-level experience manipulating JSON data structures using System.Text.Json or Newtonsoft.Json; experience with XML parsing and transformation strongly preferred.
· Strong SQL Server or Oracle experience, including efficient queries, bulk inserts, upsert logic, transactional operations, and data integrity controls.
· Experience with Entity Framework Core, Dapper, or comparable data access patterns.
· Proficiency with Git version control, CI/CD pipeline concepts, and API testing tools such as Postman.
· Ability to complete a required fingerprint background investigation successfully., * Prior experience with environmental compliance systems, federal agency APIs, EPA CDX, or RCRAInfo Web Services.
- Experience implementing Polly for transient fault handling and Serilog for structured logging.
- Knowledge of deploying .NET console applications in Docker containers or running scheduled workloads through Windows Task Scheduler or Azure WebJobs.
- Ability to read and interpret EPA Data Element Dictionaries and translate technical specifications into accurate mappings and business logic.
