Under general direction, to perform a variety of difficult and complex technical work related to Geographic Information Systems (GIS) and the development, revision and customization of maps on a computerized mapping system; to provide public assistance in explaining and interpreting maps and property descriptions; to prepare specialized reports for County and other governmental agencies showing relationships between departmental and other data bases; and to do related work as required.
DISTINGUISHING CHARACTERISTICS This is a specialized Geographic Information Systems Specialist classification. The incumbent has responsibility for the computerized mapping system and GIS. databases in various County departments. In addition, a variety of skilled drafting or mapping work is performed. This class is distinguished from the Cadastral Mapping class series by having day-to-day responsibility for a complex computerized mapping system and equipment and GIS. databases.
REPORTS TO A variety of County supervisory or management positions depending upon the department or program area where assigned., * Maintain the County's computerized mapping systems and related equipment.
- Operate and maintain GIS databases and mapping applications.
- Create, update and customize specialized departmental maps, using GIS. data and related information.
- Compute acreage and land descriptions to accurate scale for the revision, correction, and maintenance of official maps and plats.
- Generate maps and mapping products to support the public and various County departments.
- Update and maintain countywide parcel fabric and related GIS datasets.
- Maintain County mapping systems and associated records.
- Perform skilled drafting work, including preparing and maintaining maps, drawings, tracings, and title sheets.
- Represent both department and County on related committees.
Knowledge of:
- Microsoft Windows, Windows Server, Microsoft Office applications, including Outlook, Word, Excel and PowerPoint.
- Esri GIS products, including ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise (ArcGIS Portal, ArcGIS Server, ArcSDE) and Esri mobile applications such as, Field Maps, Survey123 and Workforce.
- SQL databases, including PostgreSQL.
- Python, SQL, Arcade and HTML programming languages.
- Laws, rules, and regulations governing the development and maintenance of maps, address systems, and street naming conventions..
- Federal and state laws, rules, regulations, and policies affecting agriculture, natural resource management and wildlife.
- Federal and state environmental laws and regulations, including CEQA, NEPA, California Water Law, and the Endangered Species Act, as applicable to agriculture and wildlife issues.
- Nomenclature, symbols, methods, and practices used in property descriptions, map development, and drafting.
- Effective public relations and customer services techniques.
- Computer systems, software and peripherals used by various County departments to maintain accurate mapping systems.
- Modern office methods, procedures and practices..
- GPS equipment, software, data collection techniques, attribute tables and data management practices.
Desired skills:
- Operate computerized mapping systems, GIS Databases, and related software applications proficiently.
- Interpret and apply codes, statutes, regulations and policies related to mapping, addressing systems, street naming conventions, wildlife management, agriculture and natural resource issues.
- Analyze, collect, compile, organize and maintain mapping, technical, statistical and spatial data accurately and efficiently.
- Perform complex drafting and mapping, spatial analysis, and land description work with precision and attention to detail.
- Perform mathematical calculations and land description computations accurately.
- Prepare clear, accurate and comprehensive reports, presentations, correspondence and related documentation.
- Communicate effectively and professionally, both orally and in writing with the public, County staff, outside agencies, community organizations and citizen groups regarding mapping, property, agriculture, and wildlife-related issues.
- Establish and maintain effective working relationships with County departments, public and private agencies, community organizations, political organizations, elected officials, decision makers, and the public.
- Use GIS, GPS, and related technologies to develop, maintain, and analyze specialized maps and spatial datasets.
Requirements
Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying. A typical way, but not required, to obtain the required knowledge and skills would be: * An associate's degree in GIS or related field of study, such as urban land use planning, cartography, or computer science.
- At least two years of experience in working with Esri ArcGIS products, including ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise (ArcGIS Portal, ArcGIS Server, ArcSDE), and Esri mobile applications such as Field Maps, Survey123, and Workforce.
- Advanced educational training in mathematical subjects such as geometry, advanced algebra, trigonometry, and completion of pre-engineering courses is highly desirable.
Special Requirements:
- Current valid driver's license.
- Upon accepting a job offer candidates must successfully pass a routine background check including fingerprinting., * Ability to walk, run, maintain balance and perform physical activities involving stooping, kneeling, bending, pulling and twisting.
- Ability to climb ladders, work at varying heights above ground level, and hike or climb over uneven terrain for extended distances.
- Ability to sit for extended periods and frequently stand and walk during field and office activities.
- Normal manual dexterity and eye-hand coordination sufficient to perform essential job functions.
- Ability to lift, carry, and move objects weighing up to 25 pounds.
- Corrected hearing and vision within normal range sufficient to perform essential job functions.
- Ability to communicate effectively verbally and in writing.
- Ability to operate standard office equipment, including computers, GPS units, telephones, calculators, copiers, and related technology.
