What this session covers

A single change to one setting in our Terraform configuration triggered a refresh of our entire Azure platform. Everything lived in one state file, so everything moved together. We had assumed the problem was size, that the codebase had simply grown too big. It had not. The problem was coupling. This is the honest account of how we broke a monolithic Terraform estate into phases along resource-type boundaries, networking, security, data, applications, ETL, AI, backup, and alerting, with separate state backends per phase and sub-phase. I will show how we sequenced the dependencies across those boundaries rather than pretending to remove them, where Azure Verified Modules helped and where they added friction, and how CI/CD artifact discipline, plans stored and applied as artifacts, and subscription-level policy guardrails fit into the pipeline without becoming theatre. I will be just as clear about the costs. Decomposition buys you faster deployments, a smaller blast radius and simpler provider upgrades, but module files are shared across environments, so sandbox testing becomes necessary. Those are deliberate trade-offs, not free wins. The deeper point is about ownership. The same coupling that produced our maintenance pain had also left the estate with no clear owner. Splitting the state was really about drawing boundaries a team could stand behind. The pattern applies to any Terraform codebase, regardless of cloud provider.
