Job description

We are looking for a Business Analyst to support the development of new geospatial software modules for a large-scale public-sector digital platform.

The project focuses on modernising platform functionality related to land-parcel data, geospatial workflows, application processing, and administrative verification. The system works with geospatial and alphanumeric data and integrates with external data sources.

The project includes the development and extension of geospatial data modules, interactive map-based functionality, application and declaration workflows, verification tools, and analytics/reporting capabilities.

Part-time engagement: approximately 20-80 hours per month.

Responsibilities

  • Elicit, analyse, and document functional and non-functional requirements for geospatial/area-based modules.
  • Translate client stakeholder needs, policy requirements, and business rules into detailed, testable software specifications.
  • Prepare detailed business-process descriptions and diagrams using BPMN.
  • Create user stories, use cases, and acceptance criteria.
  • Specify geospatial functionality, including reference parcels, parcel-intersection and eligibility logic, map-editing rules, polygon split/resize operations, topology correctness, and GeoJSON export.
  • Coordinate with the project manager, domain experts, client stakeholders, and the development team.
  • Support user acceptance testing.
  • Contribute to user manuals and project documentation.
  • Support communication and clarification during the pilot rollout.

Requirements

  • Proven experience as a Business Analyst.
  • Strong experience in requirements engineering, specification writing, and stakeholder management.
  • Experience documenting functional and non-functional requirements for software systems.
  • Ability to prepare formal business-process documentation as a client-approved deliverable.
  • Experience working with BPMN, user stories, use cases, and acceptance criteria.
  • Ability to translate policy, regulations, and business rules into clear and testable software requirements.
  • Fluent in written and spoken Ukrainian, plus professional English for international coordination

Will be a strong plus

  • GIS / geospatial domain expertise.
  • Experience or understanding of land-parcel identification, remote sensing, cadastre, satellite imagery, crop data, or land-cover maps.
  • Experience with geospatial data, cadastral data sources, external state registries, or public-sector digital platforms.
