Job description
Insight Global is seeking a TS/SCI Systems Engineer II to support a federal client in Suffolk, VA. This team leads the integration of Top Secret simulation systems into large-scale joint training environments that support JLVC operations. They design and maintain secure, interoperable architectures that connect multiple simulation tools and federations using HLA and Joint Staff standards. A big part of the work is making sure data can move safely and accurately between TS and SIPR environments while supporting real-world training events and ongoing capability upgrades.
· Lead systems engineering activities for the integration of TS models into a federation and effects management toolset supporting JLVC operations.
· Design, develop, and maintain system architectures aligned with Joint Staff J7 Fully Informed Simulation standards.
· Support deployment and integration of key simulation components, including:
o Joint Simulation Protocol Adapter (JSPA)
o Joint Training Tool (JTT) SIM
o Real-Time Interface - Simulation (RTI-S) for HLA communication
o Joint Training Data System (JTDS) / Operational Battlespace (OBS)
o Terrain Generation System (TGS)
· Engineer and support High-Level Architecture (HLA)-based federation environments, ensuring interoperability across Joint, Service, and Agency (JSA) systems.
· Collaborate with development teams to adapt simulation tools for TS compliance, including data tagging, message protocol modifications, and security/display requirements.
· Support Cross Domain Solution (CDS) integration to enable secure data exchange between TS (JWICS) and SIPR environments.
· Design and implement infrastructure solutions to support development, staging, and production environments within the TS enclave.
· Participate in DevSecOps pipeline activities, including system integration, automated testing, security accreditation, and deployment.
· Conduct system verification, validation, and test & evaluation (T&E) to ensure performance, interoperability, and mission effectiveness.
· Coordinate with cyber security teams to ensure compliance with TS security requirements and accreditation processes.
· Provide technical documentation, system diagrams, interface control documents (ICDs), and operational procedures.
· Support JLVC annual integration events and ongoing capability enhancements.
Requirements
· 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
· Exceptional communication skills, with proven ability to coordinate with senior government officials, military personnel, and other technical teams.
· Strong ability to navigate complex, high stakes environments while maintaining a focus on timely delivery and stakeholder satisfaction.
· Ability to think critically and propose innovative solutions to complex operational training challenges.
· Experience with distributed simulation architectures (HLA).
· Familiarity with DoD networks and environments (JWICS & SIPRNet).
· Experience supporting secure system integration in classified environments.
· Knowledge of DevSecOps principles and tools (CI/CD pipelines, automated testing, configuration management).
· Understanding of network protocols, system interfaces, and data exchange mechanisms.
· Ability to develop and interpret system architecture artifacts and technical documentation. · Experience with Joint Staff J7 simulation systems or JLVC federation environments.
· Hands-on experience with:
o Federation management tools and effects-based simulation systems
o Cross Domain Solutions (CDS)
o Modeling and simulation tools supporting WMD, EMSO, cyber, or space domains
· Familiarity with Fully Informed Simulation (FIS) concepts and architecture.
· Experience integrating Joint Service and Agency (JSA) capabilities into federated environments.
· Knowledge of Order of Battle (OOB) data structures and terrain/geospatial data systems.
· Experience with containerization and cloud technologies in classified environments.
· Background in test and evaluation (T&E), including automated test frameworks.
· Relevant DoD certifications (e.g., Security+, CISSP, or DAWIA/DoD acquisition certifications).
· Experience supporting large-scale DoD exercises or training environments.
Benefits & conditions
$48/hr to $52/hr.
Exact compensation may vary based on several factors, including skills, experience, and education.
Benefit packages for this role will start on the 31st day of employment and include medical, dental, and vision insurance, as well as HSA, FSA, and DCFSA account options, and 401k retirement account access with employer matching. Employees in this role are also entitled to paid sick leave and/or other paid time off as provided by applicable law.
