Job description

The Pennsylvania Public Utility Commission (PUC) is seeking an experienced Application Architect to design, modernize, and lead enterprise application architecture across Microsoft and Java-based platforms. The ideal candidate will have deep expertise in .NET, SQL Server, enterprise architecture, GitHub Copilot, Azure, API security, and legacy modernization, while driving secure, scalable, and maintainable application solutions in a regulated environment., * Design secure, scalable enterprise applications using C#, ASP.NET Core, Entity Framework Core, Web API, and SQL Server.

Architect enterprise application, API, database, and integration solutions.
Design advanced SQL Server data models, performance optimization, and HA/DR strategies.
Lead enterprise legacy modernization and cloud-native transformation initiatives.
Drive adoption of GitHub Copilot for AI-assisted development, code reviews, documentation, and testing.
Establish enterprise architecture standards, coding standards, and reusable design patterns.
Design secure APIs, identity management, and enterprise governance using Entra ID and Zero Trust principles.
Develop CI/CD pipelines, DevSecOps practices, and automated deployment strategies.
Produce architecture documentation, technical specifications, and mentor development teams.
Evaluate emerging technologies and provide strategic architecture recommendations.

Requirements

8+ years of Software Engineering experience
4+ years as an Application/Solution Architect on enterprise .NET & SQL Server projects
Expert in C#, ASP.NET Core, Entity Framework Core, Web API
Modern .NET practices (Clean Architecture, Dependency Injection, Minimal APIs, Async/Await)
Advanced SQL Server, T-SQL optimization, indexing, execution plans, Always On Availability Groups
Daily professional experience with GitHub Copilot
Experience with Legacy System Modernization
Secure SDLC, Entra ID, Managed Identities, API Security
Enterprise Governance and Architecture
Strong communication and stakeholder management skills
Bachelor’s degree in Computer Science, Information Systems, or equivalent

Preferred Skills

Microsoft Azure Solutions Architect Expert (or equivalent certification)
IBM FileNet / Business Automation Workflow (BAW)
Public Sector, Utilities, or Regulated Industry experience
