GIS Coordinator

Under the supervision of the Equalization Director, the GIS Coordinator is primarily responsible for managing, maintaining, and directing the various GIS activities within the County of Marquette. Develops GIS standards for creation information sharing maintenance, and use. Promotes the use of GIS throughout the county and assists in implementation, maintenance, and training. Responds to requests for GIS related information from citizens and other governmental units. Serves as staff to the county GIS Core User Group.

Essential Functions

1. Serves as the lead GIS employee for the County, providing guidance and oversight for GIS staff within the Equalization Department. Trains and mentors new GIS staff and interns. Provides direction and support to GIS personnel in the office.

2. Develops and implements a set of standards for a comprehensive GIS system, including data standards for all current and future data maps. Assists in conversion of existing data to meet these standards.

3. Researches and promotes GIS applications for county departments, other governmental agencies and the public.

4. Oversight of GIS system design, implementation, maintenance, and management.

5. Consults with system users to develop interfaces and standard procedures to allow users access to and use of the GIS information.

6. Researches and evaluated new software and hardware technologies which could enhance the computer system. Collects specifications and other information on information systems equipment, discusses with vendors, arranges demos for the users, evaluates software, conducts related research and contributes to information systems purchasing decisions.

7. Identifies, analyzes, develops, and fosters maximum utilization of GIS services and system uses. Assists and coordinate with other users in making decisions concerning system capabilities and uses.

8. Researches and expands on-line access to GIS.

9. Enforces the Enhanced Access Policy.

10. Pursues ways to increase revenue generation with GIS including, but not limited to, public promotion, media events, etc.

11. Acts as department resource for all GIS inquiries, data conversion efforts, integration of outside date into the County’s database and installation of software/hardware upgrade for local units. Works closely with township assessors in the set-up of their digital data sources including on-site installation assistance. Sets up, maintains, compiles, and integrates cartographic from many sources in preparation for the digital conversion process. Consults with system users to develop computer programs, interfaces, and standard procedures to allow users to access the database and use the GIS in accordance with approved guidelines.

12. Provides training and support for all county employees in the use of system tools and enhancements to current programs. Will provide training to staff and others as needed to ensure the GIS system is utilized to its full potential.

13. Organizes geographic features in layers, identifies sources of data, creates thematic maps as needed for all users, and provides production of cartographic products using the GIS workstation and associated software and hardware. Serves as on-site technical support and assists Marquette County Central Dispatch and Regional Dispatch with GIS by assisting with updates to their Computer Aided Dispatch Mapping System. May participate in presentations to bother internal and outside groups to assist in the promotion of the County’s GIS efforts.

14. Provides computer production of cartographic products using the GIS workstation, printer, plotter, and applicable software. Designs professional quality maps that comply with industry standards and enhance the marketability of the product.

15. Assists in the development of maximum utilization of BS&A services and system users. Assists and coordinates with the Director in making decisions concerning system capabilities and uses for recommended implementation.

16. Serves in a variety of support functions related to the equalization and assessment process, including assisting the public by telephone or in person by providing information on property descriptions, assessment values, taxable values, tax numbers, ownership boundaries, and related information. Acts as a referral source for more difficult or complex inquiries unable to be handled by other staff.

17. As assigned, will appraise properties using State Tax Commission approved techniques and standards to determine estimated property values. Conducts field inspections of property and interviews sellers and purchasers to verify sales information and obtain details such as condition of structures, property improvements, and land use. Measures structures, prepares digital sketches of floor plans and building layouts and determines square footage of structures to be valued. Enters information into computerized appraisal system to determine property values to be used in conduction of equalization studies.

18. Process splits of legal descriptions into the GIS system. Assigns property identification numbers to parcels as indicated, ensuring proper compliance with statutory requirements.

19. Other duties as assigned.

Do you have a valid Driver’s License license?, Do you have experience in GIS software?, Do you have a Bachelor’s degree?, Education: Bachelor’s Degree in geography, GIS, computer cartography, computer science, or related field. MCAO Certification is required.

Experience: Two to three years of progressive experience in GIS, computer cartography, map use, geography, and legal descriptions equivalent to GIS Technician required. In addition, three years of experience in Equalization or Assessing including BS&A Assessing and Tax programs is desired.

Other Requirements:

• Valid Michigan Driver’s license
