Job description

  • Provide personnel and information security expertise to integrate physical, information, and personnel security planning as the team develops the lifecycle concept, capability, policy, procedures governing the InTU (Insider Threat Unit).
  • Contribute to InTU processes to identify and develop insider threat leads for possible referral to investigators; to identify past behaviors relevant to the issue under review; provide comprehensive written reports to investigators, supervisors, human resources specialists, and others as required.
  • Review and evaluate reports of adverse information and recommend InTU action.
  • Create and provide written and verbal briefings, including recommendations, to PFPA and WHS senior leadership on methods and initiatives to reduce risk and enhance security based on insider threat operations.
  • Provide subject matter expertise in DoD directives and instructions involving security clearance processes, specifically in regard to the Adjudicative Guidelines. Provide subject matter expertise in a range of security disciplines, with an emphasis in personnel security.
  • Conduct data analysis of insider threat auditing and monitoring software systems to detect, identify and refer threats to the appropriate entities, including reviews of Intelligence Information Reports (IIRs) and other sources providing InTU related information gathering for a centralized analysis, reporting, and response capability. This task, and all other IT related tasks, will be executed in coordination with the Pentagon’s Joint Service Provider (JSP).
  • Provide input to leadership when vulnerabilities are identified. Support development and implementation of security measures that also protect the handling, storing, processing, and transfer of classified information.

Requirements

Do you have experience in Threat detection & response?, * Contractor employees should, at a minimum, possess at least four years of professional experience within the law enforcement, security, counterintelligence, cyber security, mental health/behavioral science, human resources, or legal fields in the capacity of deterring, detecting, and mitigating insider threats/risks.

  • Past Insider Threat, anti-terrorism, or military-related experience are preferred but not required, as is experience related to information assurance, privacy, and civil liberties within military departments and other government agencies. Education is not a substitute for experience but will be considered holistically within the employee’s career.
  • Extensive knowledge of security systems such as the CLEAR, Defense Central Index of Investigations (DCII), Defense Information System for Security (DISS), Defense Personnel Records Information Retrieval System (DPRIS), DOD Person Search (DPS), Joint Personnel Adjudication System (JPAS), and National Crime Information Center (NCIC).
  • Extensive knowledge in governing regulations such as DoD 5200.01-M and Executive Order 12968, DoD 5200.2R, DoDD 5205.16, DoDD 5240.06, DoDI 1438.06, EO 12333, EO 13587.
  • Familiarity with security clearance processes such as those governing the adjudication of clearances, processing of security information files, and suspension of clearances for violating security protocols.

Additional Skills:

  • Self-Starter, ability to work independently.
  • Excellent communication and interpersonal skills, with the ability to work effectively with cross-functional teams.
  • Strong project management skills, with the ability to identify and address technical and operational risks in the migration process.

Certificates recommended but not required:

  • Completion of the DoD Personnel Security Adjudications course
  • Security Professional Education Development (SPeD) Certification
  • Completion of Insider Threat courses through Center for Development of Security Excellence (CDSE) under Defense Counterintelligence and Security Agency (DCSA); Defense Intelligence Agency (DIA); or National Insider Threat Task Force (NITTF) under Director of National Intelligence (DNI)
  • Counter Insider Threat Professional (CCITP) Certification is recommended, but not required.
  • Completion of Insider Threat courses through Center for Development of Security Excellence (CDSE) under Defense Counterintelligence and Security Agency (DCSA); Defense Intelligence Agency (DIA); or National Insider Threat Task Force (NITTF) under Director of National Intelligence (DNI)
