Job description

  • Lead the technical delivery and governance of wastewater network and pumping station projects within the PMO.
  • Develop and maintain technical standards, governance frameworks, and design assurance processes, ensuring compliance with stage-gate requirements and industry best practice.
  • Provide technical input to programme planning, business cases, feasibility studies, investment proposals, and portfolio prioritisation.
  • Lead multidisciplinary technical reviews across all project phases, validating designs, hydraulic modelling, capacity assessments, constructability, and regulatory compliance.
  • Identify and manage technical risks, monitor programme performance, and support continuous improvement across the capital programme.
  • Provide technical oversight of wastewater planning, hydraulic modelling, network assessments, and engineering standards to ensure consistency across projects.
  • Act as the technical lead between the client, PMO, operations, asset management, consultants, contractors, and regulatory authorities.
  • Support projects through design, procurement, construction, commissioning, and handover, reviewing key technical deliverables and ensuring successful asset integration.
  • Drive innovation, value engineering, lessons learned, and continuous improvement in technical governance, digital delivery, and engineering practices.

Requirements

  • Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related discipline.
  • Minimum 20 years’ experience delivering wastewater network and pumping station projects, including significant experience in capital programmes or programme management.
  • Strong expertise in wastewater planning, hydraulic modelling, sewer and pumping station design, and wastewater network operations.
  • Experience working within or alongside a PMO, with knowledge of project governance, stage-gate processes, portfolio reporting, and risk management.
  • Sound understanding of gravity sewers, rising mains, pumping stations, odour control, asset management principles, and relevant engineering standards.
  • Experience working within the Abu Dhabi/UAE wastewater sector and familiarity with local regulations and permitting processes (preferred).
  • Chartered or Professional Engineer status (preferred).
  • Excellent leadership, stakeholder management, communication, analytical, and organisational skills, with the ability to influence multidisciplinary teams and manage competing priorities.
  • Commitment to health, safety, quality, environmental compliance, and continuous improvement.
