Job description

The District of Columbia Department of Motor Vehicles (DC DMV) operates the Motor Vehicle Information System (DESTINY), a mission-critical platform that supports driver licensing, vehicle registration and titling, inspections, insurance compliance, medical and parking permit management, and other core DMV functions.

To ensure continued reliability and modernization of DESTINY, the application requires ongoing enhancements, fixes, and functional expansions. This includes support for software applications, database management, and web-based components.

The Office of the Chief Technology Officer (OCTO), in partnership with the DMV Application Services team, is seeking an IBM DB2 Database Administrator responsible for developing, maintaining, and optimizing the DB2 database environment that supports the DESTINY application. This role will ensure high availability, performance, data integrity, and seamless operation of the DMV’s mission-critical systems.

Role Description:

The role will require you to manage, configure, and maintain DB2 databases running on mainframe platforms. Perform database installation, upgrades, patches, migrations, and version management. Monitor system performance, troubleshoot issues, and tune DB2 components to ensure high availability. Implement backup, recovery, and disaster recovery strategies to meet OCTO/DMV continuity requirements., The Senior DB2 database administrator position requires in-depth knowledge of IBMDB2 database background using with IBM Utilities and BMC tools.

  • Support the DESTINY application team by optimizing database queries, stored procedures, packages, and triggers.

  • Work closely with developers to integrate enhancements, fixes, and new functionalities aligned with business needs.

  • Ensure application releases and data model changes are synchronized with database environments.

  • Maintain data integrity through robust data validation, referential integrity, and error-handling practices.

  • Enforce database security standards, user access controls, and audit requirements consistent with DC government policies.

  • Support compliance with privacy and data protection rules applicable to DMV-related personal information.

  • Use DB2 monitoring tools to proactively identify performance bottlenecks.

  • Analyze SQL performance, query execution plans, and recommend optimizations.

  • Tune databases, memory pools, indexes, and storage structures for improved system throughput.

  • Support ongoing fixes, enhancements, and modernization efforts related to the DESTINY system.

  • Collaborate with OCTO infrastructure teams on server performance, storage, and network connectivity affecting DB2.

  • Implement schema modifications, table restructuring, indexing strategies, and partitioning as required.

  • Provides technical knowledge and support to District agencies, personnel, and additional stakeholders

  • Performs other related duties as assigned

  • May coordinate activities of application developers.

  • Able to identify best practices and standards for the use of the product

  • Delivers support and design for industry specific applications that require integration with statewide systems or applications

Requirements

  • 15+ years of strong hands-on experience with IBM DB2 (LUW or z/OS depending on environment).

  • Expertise in database design, data modeling, schema management, and SQL optimization.

  • Knowledge of high-availability technologies (HADR, replication ,failover, clustering).

  • Experience supporting complex, transactional, high-volume systems(government or DMV systems ideal).

  • Familiarity with ETL processes, Data Mining, Data Storage, Data warehousing

  • Knowledge of IBM batch jobs, and integration with enterprise applications.

  • Strong troubleshooting, analytical, and performance tuning skills.
