Job description

This Systems Software Programmer position serves as a senior-level consultant and developer within a major state public sector agency’s technology division. The role functions as a technical advisor and senior developer supporting the state’s secure tax processing platform and core revenue environments. The programmer will share advanced technical knowledge, configure key components, lead minor software projects, and implement application, programming, and coding changes. Additionally, this position shares 24/7 on-call responsibilities to ensure the continuous stability, integrity, and security of server infrastructure. All candidates must be current South Carolina residents, current on state tax filings and payments, and pass comprehensive background, credit, and tax history checks. Key Responsibilities Software Development & Technical Consulting

  • Act as a senior consultant and advisor to developer teams, sharing technical knowledge, and providing direction, guidance, and suggestions to implement complex programming and coding changes.
  • Design, configure, and apply secure software solutions within primary state tax and revenue applications.
  • Serve as a hands-on developer, leading minor software project initiatives, configuring core system components, and troubleshooting system anomalies.

Systems Integration & Infrastructure Operations

  • Ensure the stability, integrity, and security of server services and data through diligent monitoring, maintenance, and optimization of server infrastructure.
  • Perform equipment and software upgrades while maintaining a deep familiarity with current network and computing products.
  • Participate in a rotating 24/7 on-call schedule to provide system monitoring, backup configuration troubleshooting, and recovery support.
  • Troubleshoot customer-reported technical issues, developing prompt workaround solutions to adhere to accepted service levels.

Cross-Functional Collaboration & Support

  • Communicate effectively with IT professionals ranging from peer-level to Director-level to align development goals with organizational strategies.
  • Proactively seek, communicate, and implement process-related improvements and technical enhancements.
  • Manage multiple tasks concurrently, prioritizing numerous issues of varying severity and updating helpdesk systems with detailed, timely statuses.
  • Provide technical guidance, code review feedback, and structured support to team members.

Requirements

  • 20 or more years of professional experience with VB.NET.
  • 20 or more years of professional experience with SQL database querying and database design.
  • 20 or more years of experience working directly with state government tax systems.
  • 20 or more years of experience as a software developer in complex, enterprise-level environments.
  • Bachelor’s degree in information technology systems, computer science, or a related field, combined with professional experience.
  • Must be a current South Carolina resident (no relocation permitted).
  • Ability to successfully pass a nationwide criminal background check, a full credit check, and a South Carolina tax history check (must be current on all state filings and payments).

Preferred Qualifications

  • Hands-on experience working with GenTax software platforms.
  • Prior technical consulting experience within a highly secured, multi-layered public sector environment.
