Lead Construction Support Services Technician

Under general supervision, leads, trains, and participates in the more complex and difficult work of a crew responsible for the performance of a variety of semi-skilled and skilled work in the construction, modification, maintenance, and repair of County roads, storm drainage systems, facilities, and related appurtenances and equipment; uses and operates a variety of manual and power tools and light to heavy power driven equipment; builds, repairs, and maintains wooden, concrete, and metal facilities and structures; performs road crew activities such as paving, traffic control, snow removal as needed; and performs related duties as assigned. Directs the work of assigned staff on a project or day-to-day basis; performs routine to complex maintenance and repair work in an assigned area; provides technical and specialized assistance to the assigned management and supervisory staff., Receives general supervision from the Road Services Supervisor. Exercises technical and functional direction and training to less experienced staff in the day-to-day operational activities., This is the working crew leader that performs the full range of skilled construction, modification, maintenance, and repair duties required to ensure that County infrastructure, systems, and facilities to which assigned are maintained in effective working condition and provide the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner and performing a wide variety of highly-skilled tasks in the maintenance and repair of assigned facilities and systems. Incumbents are expected to work independently and exercise sound judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit., * Provides technical and functional supervision to assigned road workers; reviews and controls quality of work; participates in performing routine to complex and specialized maintenance and repair work on assigned County roads, storm drainage systems, and related structures.

• Plans, schedules, prioritizes, and assigns maintenance and repair work in consultation with the Road Supervisor; communicates status of repairs to appropriate personnel, works cooperatively to schedule repairs in accordance with established and special operational priorities; instructs lower-level staff in work procedures.
• Trains employees in work methods, use of tools and equipment, and relevant safety precautions.
• Inspects and evaluates work in progress and upon completion to assure that repairs, maintenance, and project activities are performed in accordance with County standards and specifications.

• Fabricates and repairs equipment, structures, tools and metal parts using oxy-acetylene and electric arc welding equipment.
• Performs framing, rough and finish carpentry work in the construction and maintenance of buildings, roofs, windows, and doors.
• Installs and repairs plumbing fixtures including water lines, sinks, toilets, water heaters, and gas furnaces.
• Performs a variety of electrical repairs and installations, including electric panels, wiring, light fixtures, appliances, receptacles, and related equipment.
• Performs concrete work on bridges, drainage systems, headwalls, and guard rails.
• Provides installation, maintenance, and repair of traffic signs, including making signs and installing sign posts and signs in accordance with Federal, State, and County codes.
• Performs legend painting and striping of County Roads using appropriate materials.
• Works from plans, blueprints, sketches and oral instructions; plans and lays out projects and estimates time and material requirements.
• Orders and obtains materials, supplies and parts as needed.
• Operates and maintains specialized vehicles and a variety of light, medium, and heavy equipment related to the construction, maintenance, and repair of water utilities systems and facilities.
• Operates a variety of hand and power tools and equipment related to work assignment.
• Observes safe work methods and makes appropriate use of related safety equipment as required.
• Maintains public facilities, shop and garage areas, storage sites, and other work areas in a clean and orderly condition, including securing equipment at the close of the workday.
• Installs street barricades and cones and controls traffic around work sites and special events to ensure safe conditions for the general public and County workers.
• Performs the duties of Road Worker as necessary.
• Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
• Prepares complete and accurate records of construction and maintenance work completed.
• Inspects and evaluates work in progress and upon completion to assure that repairs, maintenance, and project activities are performed in accordance with County standards and specifications. Performs related duties as assigned., * Principles, methods, materials, tools and equipment used in rough and finish carpentry, cabinetry and wood finishing, electrical installation and maintenance work, concrete and masonry work.
• Principles and techniques of water and wastewater supply and drainage plumbing using galvanized, copper and PVC pipe.
• Surface preparation and application of paints and stains appropriate to different internal and external surfaces.
• Techniques and safety precautions in acetylene and arc welding.
• Traffic control procedures and traffic sign regulations.
• The operation and minor maintenance of a variety of hand and power tools, vehicles, and light to heavy power equipment.
• Operational characteristics of specialized public works maintenance and repair equipment.
• Occupational hazards and safety equipment and practices related to the work.
• Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
• Operation and maintenance of a wide variety of hand, power and shop tools and equipment common to the fields of welding, plumbing, carpentry, electrical work, concrete work and related building trades.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications shown below; the Personnel Officer or designee may approve substitutions on a case for base basis:

Equivalent to completion of twelfth (12th) grade supplemented by training or certificates in welding, electrical, plumbing or carpentry and two (2) years of increasingly responsible general construction and maintenance work that has provided crafts and facility construction experience.

Lead or supervisory experience desired.

Licenses and Certifications:

• Possession of a California Class “A” driver’s license with a tank vehicle endorsement and have a satisfactory driving record.
• Possession of a state of California Pesticide Application Certificate within one year of appointment.

ON-CALL PAY

Assigned personnel shall receive on-call pay of six dollars and fifteen cents ($6.15) per hour for each hour served on on-call duty. Assigned personnel become ineligible for on-call pay once activated to call back status.

Assigned Animal Control Officers receive on-call pay of two dollars and seventy-five cents ($2.75) per hour from the time they are released from active duty but not before the regular conclusion of shift, until they are back on active duty or the Animal Control workday starts. For each call back, the Animal Control Officers receive overtime pay from the time they leave their home until the time they return to their home or commence their workday., Animal Control Officers receive an annual uniform allowance of five hundred dollars ($500.00). Fifty percent (50%) of the allowance is payable during the period of July through December and fifty percent (50%) is payable January through June of each fiscal year.

Fire Prevention Inspectors receive an annual uniform allowance of seven hundred dollars ($700.00). Fifty percent (50%) of the allowance is payable during the period of July through December and fifty percent (50%) is payable January through June of each fiscal year.

An annual uniform allowance of one hundred fifty dollars ($150) each fiscal year paid twice a year in January and July will be provided for the purchase of boots, coats, shirts, hats, uniforms, gloves, gators (snake proof), overalls or coveralls. Items of clothing will reflect the County logo or wording identifying the employee as a County employee. This section applies only to the following classifications: Appraiser, Building Inspector, Environmental Health Specialist, Planner, Solid Waste Technician, Solid Waste Specialist, Junior/Assistant/Associate Engineers, Engineering Technicians, Land Surveyors, Code Compliance Investigators and Agriculture & Air Pollution Inspector.

A uniform allowance of four hundred dollars ($400) per fiscal year paid twice a year July and January each fiscal year will be provided for the purchase of prescription safety glasses, safety boots, a safety coat, shirts with a County seal replica, trousers, hats and gloves.
