The selected consultant may be required to work fully onsite during the first 30 to 90 days. Following the initial onsite period, the position is expected to transition to a hybrid schedule of:
- Three days onsite
- Two days remote
The final hybrid schedule will be determined by the client manager.
Candidates must currently reside in South Carolina or be willing to relocate to South Carolina before the assignment begins. Relocation must be completed at the candidate’s own expense., ND Global Consulting Services, Inc. is seeking an experienced IT Healthcare Consultant - Project Manager to support the South Carolina Department of Health and Human Services Bureau of Medicaid Systems.
The selected consultant will lead Medicaid systems operational-management activities supporting the Medicaid Management Information System, encounter-processing systems, managed-care enrollment, claims processing, payment operations, production support, help-desk functions, interfaces, electronic data interchange, and related support systems.
This position requires a senior-level project manager with direct experience in healthcare systems operations, Medicaid or MMIS environments, system implementations, vendor management, incident management, release management, and production support.
The consultant must be comfortable working in a fast-paced environment and providing after-hours support for system releases, production incidents, and other urgent operational needs., * Lead daily operations and support activities for Medicaid Management Information Systems, encounter-processing platforms, and related systems.
- Coordinate operational activities with system vendors, cybersecurity teams, enterprise architecture personnel, program staff, and other stakeholders.
- Oversee production support, help-desk operations, interface support, electronic data interchange activities, and stakeholder monitoring.
- Manage incidents, service requests, production issues, defects, escalations, and other operational concerns.
- Ensure tickets are properly documented, assigned, tracked, escalated, and resolved within required timelines.
- Identify operational risks and develop appropriate mitigation and corrective-action plans.
- Handle internal and external escalations and communicate issues, decisions, and outcomes to appropriate stakeholders.
- Lead and motivate diverse technical and operational teams responsible for mission-critical Medicaid functions.
- Assign work, monitor workloads, establish priorities, and provide guidance to team members.
- Ensure compliance with applicable CMS, SSA, cybersecurity, privacy, and information-security requirements.
- Work with contract monitors to establish, track, and report service-level agreements.
- Lead release-management activities, including implementation planning, readiness reviews, stakeholder communications, and post-implementation monitoring.
- Support change-management activities, backlog grooming, approval-gate compliance, and implementation coordination.
- Develop, maintain, and enforce standard operating procedures.
- Prepare operational reports, executive presentations, issue summaries, process documentation, and status updates.
- Respond promptly to inquiries from program leadership, technical teams, vendors, and other stakeholders.
- Promote a safe, professional, productive, and collaborative work environment.
- Provide after-hours and on-call support for system releases, incidents, and urgent production issues.
Requirements
- Bachelor’s degree in information technology, computer science, business, healthcare, or a related field.
Five or more years of equivalent experience in business analysis, systems analysis, computer-system development, or system modification may be accepted in place of the degree.
- At least five years of experience managing system operations or administrative program functions involving healthcare claims or encounter processing.
- At least five years of project-management experience involving system implementations, replacements, upgrades, or enhancements.
- At least three years of experience managing external vendors that provide system-development or technology services.
- Experience leading production-support or system-operations teams.
- Experience managing incidents, production issues, ticket resolution, and operational escalations.
- Ability and willingness to provide after-hours and on-call incident-management support.
- Strong knowledge of the system development life cycle.
- Experience assigning work, monitoring workloads, and overseeing team performance.
- Strong documentation, organizational, analytical, and process-management skills.
- Excellent written and verbal communication skills.
- Ability to communicate effectively with frontline personnel, technical teams, vendors, senior management, and executive leadership.
Preferred Qualifications
- Experience managing Medicaid Enterprise System operations.
- Experience supporting Medicaid Management Information Systems.
- Knowledge of Medicaid eligibility, enrollment, claims, encounter processing, and payment operations.
- Experience supporting Medicaid system replacement or modernization projects.
- Experience using incident-management, service-management, or ticketing platforms.
- Experience developing standard operating procedures for new system implementations.
- Experience preparing executive reports, presentations, operational documentation, and status briefings.
- AWS cloud certification or relevant AWS experience.
