The Integration Authority (subsequently referred to as the IA) is the guiding mind for integration of the Portfolio of Investment for the North (i.e. post Transpennine Route Upgrade: Northern Powerhouse Rail (NPR)). The IA has used a fully integrated systems-based approach to develop and implement a framework to manage railway change and the integration of that change. This involves determining an integrated Target State at the outset and coordinating organisations through the life of the Portfolio to achieve outcomes and deliver an integrated network (the railway system).

This role plays a key role in the Integration Authority, working across the NPR Programme and at its interfaces, engaging with key stakeholders to maintain alignment between the different organisations (NR, HS2 Ltd, DfT and the TOCs) to help enable integration and their adoption of the Integration Management Framework. Due to its need to engage with and maintain alignment between different stakeholders and programme teams, this role will require travel and working at different office locations, primarily in the North of England (Manchester, Leeds, York), with some London based activity (at Client and NR offices).

The Integration Authority is an independent team, hosted within NR, accountable for providing the guiding mind for Integration to all organisations involved in the NPR Portfolio of Investment (i.e. Department for Transport, High Speed 2 Ltd, Network Rail and the Train Operators).

This role is a key Integration Authority team member, helping gain advocacy for and to enable the implementation of the Integration Management Framework for the Portfolio of programmes that contribute to the achievement of outcomes and realisation of benefits for Northern Powerhouse Rail (NPR).

Key Accountabilities:

• Lead the establishment of structured stakeholder engagement and dependency management activities to ensure alignment of objectives, clarity of roles and responsibilities, and effective coordination of scope, plans, risks and dependencies across complex programme environments.

• Build and maintain effective relationships with key stakeholders including Train Operating Companies, Department for Transport, NR and HS2 Ltd to maintain alignment for integration and the associated activities and plans of these organisations. Supporting them with the identification and realisation of opportunities to maximise value to the network and its customers.

• Support the implementation of the integration management framework to verify that integration decisions and recommendations are aligned with and support the NPR business case as agreed with the client/funder/third party. Providing a clear line of sight between NPR delivery activities, customer outcomes and benefits realisation.

• Support the development and implementation of the Integration Authority Strategy and associated plans which span each project/programme to integrate the NPR Portfolio into an optimised, customer centric railway system designed to achieve whole life reliability, maintainability, operability and cost effectiveness.

• Co-ordinate integration outcomes with the safety assurance and approvals regime for the overall portfolio as developed for compliance with the requirements of the Interoperability Regulations and Railway and Other Guided Systems Regulations.

• Report to the North of England Integration Board (industry governance and change control body) to gain their support for and acceptance of the integration management framework (including the baseline) and ongoing change control.

• Perform Level of Defence 2 assurance activities on behalf of the IA, to inform on-going fitness of purpose of NPR focused on outcome achievement and benefits realisation, and its integration with the wider network. Providing challenge and validation of assumptions, dependencies and proposed approaches to integration across programmes and stakeholders to support the delivery of integrated outcomes and benefits.

• Chartered engineer or professional railway operator
• Experience of dealing with large complex client portfolios and able to demonstrate significant commercial success
• Experience in the design and integration of complex engineering and/or operational systems
• Proven leader with substantial managerial experience and excellent communication skills
• A sound knowledge of technical, safety and performance standards
• Proven influencing and negotiating skills

Desirable Criteria:

• An understanding of safety management systems and risk assessment techniques
• MBA or other related postgraduate qualification
• Member of recognised Railway Engineering or Operations institution
• Experience in systems engineering and its application in a safety critical environment
• Major projects experience in an infrastructure / transportation environment
• Extensive understanding of the regulatory landscape, government standards and Department for Transport ways of working (the Client for NPR)

• Have programme management, risk management and strategic planning in the transportation sector, having demonstrable experience of managing complexity in a regulated environment.
• Have curiosity and agility to think outside the box and able to challenge the norm in a constructive and collaborative way.
