IT Systems Administrator

Under the supervision of the Information Technology Manager, the IT Systems Administrator manages, maintains, and secures the City’s on-premises and cloud-based IT infrastructure to ensure system availability, protect data, and deliver reliable technology services. This position administers and secures the City’s Microsoft environment and collaborates regularly with City departments, elected officials, staff, vendors, and external agencies.

Schedule: Generally, Monday-Friday, 8:00 a.m.-5:00 p.m. Requires rotational on-call support and availability to work evenings, weekends, holidays, and other hours as needed to respond to emergencies or operational requirements.

• Essential: This position is an Essential Classification and will require employees to report to duty as needed for an emergency or a hurricane. Must be available to work in the event of a disaster to assist with recovery response efforts. City operates 24/7 including but not limited to Police & Fire Departments, Public Works and Utilities Departments., Core Functions
• SCIM - Designs and maintains automated user provisioning using System for Cross-domain Identity Management (SCIM)
• Office 365 Administration
• Intune - Endpoint Management
• Entra ID - Identity & Access Management
• SharePoint Online Infrastructure
• Windows Server operating systems with all required roles and services on physical and virtual platforms.
• Active Directory Group Policy Objects (GPO) - Design, create, troubleshoot, manage the security and configuration of all platforms.
• Hyper-V - Provision and administer hosts in a clustered environment.
• Performs related work as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.
• Provide Tier 2 support as needed (on call).
• Will travel onsite to various city facilities to perform duties

Systems, Network, and Security Operations

· Work closely with the Junior Security Administrator, Security Administrator, and Network Administrator to support the City’s IT infrastructure and cybersecurity environment

· Perform with installation, configuration, maintenance, and upgrades of servers, operating systems, and applications

· Monitor system performance and troubleshooting issues impacting availability and reliability

· Assist with backup, recovery, disaster recovery processes, and incident response activities

· Support compliance requirements, including FBI CJIS, NIST SP 800-53, NIST CSF 2.0, and other regulatory standards as applicable

EDUCATION AND EXPERIENCE:

· Bachelor’s degree in Computer Science, Network Administration, Cybersecurity, Information Systems, or a closely related field is preferred.

· 5+ years progressive experience

· Strong experience administering Microsoft 365, Entra ID, Intune, and Windows Server technologies.

(A comparable amount of training, education, or experience can be substituted for the minimum qualifications.)

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

1. Valid Florida Driver’s License

2. CJIS (Criminal Justice Information Services) requirement: This position requires the candidate to be certified by the Florida Department of Law Enforcement (FDLE) to obtain FDLE Security Awareness certification within 5 days of employment(background check required).

Certification Equivalency and Timeline Flexibility

Equivalent certifications or directly related professional experience may be accepted in lieu of specific certifications, subject to approval by the IT Manager. Certification timelines may be adjusted based on business necessity, employee performance, and documented progress toward certification. Failure to make reasonable progress toward required certifications may impact continued employment or advancement opportunities.

· While performing the duties of this position, the employee is regularly required to use hands to touch, handle, or feel; reach with hands and arms; talk and hear.

· Employees in this position perform duties that require very fine dexterity and extreme muscle control, involving various body postures.

· Specific vision abilities required by this position include color vision, close vision, depth perception, and the ability to adjust focus.

· The employee must regularly lift and/or move up to 10 pounds; frequently lift and/or move up to 25 pounds; and occasionally lift and/or move up to 50 pounds., are subject to change pending approval of job description(s).
