Job description

Attendance as a Vital Sign (AVS) is a cross-sector national program focused on the health and social drivers of chronic absence, helping state and local-level actors improve the conditions for local success. We are seeking an AVS Program Network Manager who will support education and health leaders around the country as they learn what’s working and what’s not in education and health partnerships and move cross-sector teams towards an evidence-driven culture.

This role will work as part of a leadership team to support learning and manage change within health and education partnerships. The main responsibilities are to provide direct coaching to cross-sector health and education teams, create content and tools to support all partners, and manage partner relationships. This work includes planning and running meetings and conversations with cross-sector health and education teams that include senior agency leaders, managing and developing content and tools to support the network and change management process, and ensuring all legal and logistical needs of the networks for which the Senior Network Manager is responsible are addressed.

Specific Duties & Responsibilities

Core responsibilities include developing, maintaining, and supporting cross-sector health and education partner relationships, general network activities, and collaborating with staff to meet key project deadlines. Specific duties include the following:

Partner Relationship Management (30%)

  • Lead strategic development and management of relationships with partner agencies’ senior leadership teams (e.g., superintendent, chief academic officer, chief performance officer, chief health officer, etc.) and partner agencies’ cross-sector program implementation (“delivery”) teams.

  • Serve as primary liaison between partner cross-sector teams and Hopkins AVS team, maintaining an in-depth understanding of organizational priorities and how the AVS services and support can advance their progress.

  • Build and maintain strong relationships with all partners - identify emerging issues and opportunities, and develop strategies as appropriate.

  • Develop, manage, and facilitate meetings with partners to ensure cross-sector leadership team participation and buy-in to the process. Serve as a trusted thought partner to senior leaders.

  • Develop and manage processes for identifying and selecting interventions to test and support partners in the selection of interventions that align with the root causes of the problems of practice they identify.

  • In consultation with the Hopkins AVS team, support partners in developing research designs that maximize what they can learn from testing their interventions in their context.

  • Develop reports and presentations to clearly communicate project progress for all internal and external partners, including school boards, health and wellness committees, superintendents, health officers, and principals.

  • Work with the partners’ leadership team and program team to develop strategy implementation plans. Monitor partner implementation of plans. Identify exceptions when they occur and work with partner teams to respond to them.

  • Ensure that all contractual, operational, and data management logistics are progressing to facilitate full engagement by the cross-sector teams and that internal and external contacts adhere to all contract terms.

Network Management (50%)

  • Leverage, build, and maintain networks of partners that can share information and insights in support of the initiative’s participants to facilitate relationship development, share learnings, and encourage cross-site collaborations.

  • Project-manage the delivery of content to network members, including creating systems for scheduling synchronous workshops, ensuring all content is developed and sessions are fully staffed with prepared facilitators and supporters, and tracking partners’ completion of action steps needed to execute the process.

  • Identify emerging areas of common interest / need across sites and develop strategies to connect participants to relevant innovations, solutions, and approaches to common concerns, leveraging Hopkins AVS and partner expertise.

  • Support the development of the annual network partners meeting

  • Create and manage delivery and content for network-specific webinars.

  • Maintain connection with health education sector thought leaders (both Hopkins faculty and outside experts).

  • Collaborate with other AVS team members to develop tools, resources, and training to support change management work, including, but not limited to, offerings that: facilitate root cause analyses, assess data capacities, and guide the creation of district-specific action plans, etc.

Design, Management and Communications (20%)

  • In consultation with the AVS faculty and staff, support and/or lead strategic design sessions to ensure AVS continuously improves its service and makes progress towards project goals.

  • Maintain open, clear communication with the AVS Project Office and faculty to facilitate effective work.

  • Share insights gathered from cross-sector teams with the AVS team to inform and shape various facets of the project, including programming, impact assessment, and content development.

  • Develop and participate in the presentation of key partnership findings to both internal audiences and partner agencies.

  • Support the recruitment of new cross-sector teams to the network.

  • Present at national conferences on network findings.

  • Collaborate with appropriate members of the AVS team to ensure that meetings, webinars, annual convening, etc., include the right analysis and protocols, as appropriate.

Requirements

  • Master’s Degree in a related field.

  • Five years of related experience.

  • Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • Master’s Degree in Public Health, Education Policy, Political Science, Economics, Education Psychology or a related field.

  • Experience working with and/or facilitating local education and/health agency leadership teams.

  • Experience with change management, systems management, management consulting, or similar.

  • Experience with or understanding of program evaluation, including impact evaluation and conditions necessary for causal inferences.

  • A user-centered, asset-based approach to supporting partners.

  • A valid driver’s license.

Benefits & conditions

Starting Salary Range: $75,100 - $131,700 Annually (Commensurate w/exp.)
