CalSTRS Technology Services is looking for a self-motivated and organized individual to join the IT Budgeting & Administration** **(ITBA) Unit as an IT Human Resources Liaison. This role offers an opportunity to contribute to the intersection of technology and human resources within a dynamic organization.
The Technology Services Branch is committed to providing quality and timely technical support and services to the organization. Technology Services provides resources to successfully meet the technical demands of the organization.
The IT Budgeting and Administration Unit provides administrative services to the Technology Services Branch including budget and fiscal management, coordinating invoice reviews and receipting, as well as human resources support for recruitments, onboarding and attendance.
Under the direction of the Information Technology Supervisor II, IT Budgeting & Administration (ITBA) Supervisor, the Analyst ll acts as the Information Technology Human Resources Liaison and performs the more difficult, varied, and complex analytical personnel work for the Technology Services Branch. The incumbent also serves as the Onboarding Ambassador, Attendance Coordinator, Training Coordinator, and provides budget expenditures and administrative support for the Branch. The Analyst ll must exercise a high degree of discretion, diplomacy, confidentiality, and initiative to take independent action to resolve issues as they arise., Investment Branch employees are required to participate in the CalSTRS Personal Trading Program which allows CalSTRS to monitor employees’ personal trading transactions in order to reduce risks associated with insider trading, front running, and misusing material non-public information. Upon accepting a position within the Investment Branch, you will be required to disclose your personal broker account information and be required to utilize a personal broker from a designated list as provided by CalSTRS, A Statement of Qualifications (SOQ) is REQUIRED and MUST be submitted with your application to be considered for this position. The SOQ serves as documentation of each applicant’s ability to present information clearly and concisely in writing. Each question must be numbered and addressed in the same order as the questions below. The SOQ must be typed, no more than two pages in length, and 12-point Arial font.

Background Investigation
Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education and check driving records.

Requirements

Experience analyzing, advising, and coordinating hiring/recruitment, on boarding, attendance/leave accounting tasks and activities to ensure accuracy and compliance with established Human Resources (HR) processes and policies, preferably within a State of California government department/entity.

Experience with and commitment to ensuring that confidential or sensitive information is handled with care, combined with the ability to analyze and assess information to make informed decisions on what to communicate to customers.

Experience and ability to provide customer service and communicate effectively in writing, over the phone, virtually, and in person with both internal and external customers regularly.

Ability to build professional working relationships and work collaboratively with diverse teams.

Experience analyzing and preparing budget forecasts and expenditure reports, reviewing vendor invoices, and working with stakeholders to resolve billing issues.

Experience analyzing performance metrics and data, identifying risks and opportunities, and recommending process improvements in order to fulfill strategic and project initiatives.

Strong organization, prioritization, and time management skills to handle multiple tasks and shift priorities effectively.

Strong commitment to continuously learn and grow, work well within team and as an individual contributor.

Knowledge and understanding of general IT functions, roles and processes.

Benefits & conditions
Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program.
