Senior PHP Developer

ITCON Services is looking for a bright, motivated Senior PHP Developer for a contingent position. The Senior PHP Developer position will be a 100% hands-on role and will support both company and project team endeavors. The Senior PHP Developer will participate in the full life cycle of agile or waterfall projects by designing, developing, maintaining, and enhancing web applications and knowledge management platforms. The candidate should have hands-on experience with PHP-based development, MediaWiki customization and administration, and Matomo analytics implementation and reporting. They will need to be skilled in conducting unit testing to ensure high quality bug-free code. Additional duties include decomposing business and system architecture to support clean-interface multi-team development. The PHP Developer will need to have a strong understanding of the business problem statement, user stories, technical constraints, and operational needs of content-driven web platforms.

The ideal candidate will be able to work in a diverse environment and be able to multitask many work streams at once. This associate will mentor junior staff and have been able to take 100% ownership of tasks assigned., * Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related technical field, with 5+ of relevant software development, sustainment, and operations experience supporting federal or enterprise applications.

• Must be a US Citizen or Green Card holder
• Must be eligible to obtain and maintain the required USDA Public Trust/Tier 2 background investigation for personnel performing software development, technical maintenance, or access to sensitive Government systems.
• Demonstrated hands-on experience developing, maintaining, troubleshooting, and enhancing PHP-based web applications using PHP frameworks or custom PHP code, RESTful services, JavaScript, HTML, CSS, SQL, and modern web application development practices.
• Minimum of four (2) years of experience with Angular/AngularJS or comparable front-end frameworks, including development of responsive, accessible, and user-friendly application interfaces.
• Experience supporting applications hosted on Amazon Web Services (AWS), including troubleshooting issues involving AWS S3, RDS, EFS, cloud-hosted repositories, application deployments, backups, and environment configuration across Development, UAT/Pre-Production, Production, and Disaster Recovery environments.
• Experience maintaining and enhancing content management or knowledge repository platforms, with hands-on experience in MediaWiki installation, configuration, extension management, template customization, user permissions, content workflows, and troubleshooting strongly preferred.
• Experience implementing, configuring, and supporting Matomo analytics, including tracking code deployment, dashboard/report configuration, privacy-aware analytics, event tracking, goal tracking, and analysis of web usage trends to support stakeholder reporting and continuous improvement.
• Experience using Jira/Jira Agile to manage user stories, acceptance criteria, sprint backlogs, defects, test cases, release artifacts, velocity metrics, burndown charts, and end-of-sprint reporting.
• Experience developing and maintaining technical design documentation, release notes, Version Description Documents, source code documentation, test plans, test scripts, test results, and deployment instructions in accordance with Agile SDLC and configuration management processes.
• Experience working within Agile/Scrum teams, supporting sprint planning, backlog grooming, sprint reviews/demonstrations, retrospectives, quarterly release planning, and maintenance of an established sprint velocity.
• Experience performing unit, functional, system integration, regression, interoperability, security, browser compatibility, load/performance, and user acceptance testing; ability to document defects, analyze results, and remediate issues prior to release.
• Strong knowledge of Section 508 and WCAG Level A/AA accessibility requirements for web applications, electronic content, reports, documentation, and user support materials.
• Experience applying secure coding practices, static code analysis, automated unit/integration testing, vulnerability scanning, and remediation of Critical, High, Medium, and Low vulnerabilities in accordance with federal security requirements.
• Experience with source control, build, and deployment practices using Git-based repositories, AWS CodeCommit or equivalent enterprise repositories, PHP dependency management and build tools such as Composer or comparable tools, release branching/tagging, and delivery of fully commented source code and configuration artifacts.
• Experience supporting production operations, system monitoring, application availability, patch validation, operational readiness checks, disaster recovery exercises, and Tier 2 troubleshooting for mission-critical applications.
• Ability to coordinate effectively with project managers, business owners, product owners, help desk analysts, security teams, infrastructure teams, hosting providers, and Government stakeholders to resolve technical issues and support release readiness.
