Job description

Job title: Enterprise Architect - 2 to 3 days per week Day rate: £600 per day - Outside IR35 / Limited Company Duration: 18 months initiallyWork schedule: 2-3 days per week Start date: Flexible, can allow for notice periodLocation: Fully remote, with possibly 1 or 2 days onsite OverviewWe are seeking an experienced Enterprise Architect to play a pivotal role in one of the UK’s largest local government reorganisation programmes. Working across several councils, you will lead the design of the target enterprise architecture that will underpin the creation of new local authority structures. You’ll ensure digital, data and technology services are integrated into a secure, scalable and future-ready operating model that enables successful transition on day one while supporting long-term transformation. You’ll work closely with senior programme leaders, technical specialists and external partners to shape the future digital landscape of local government.Key Responsibilities

  • Lead the development of the enterprise architecture strategy for local government reorganisation (LGR).
  • Design the target operating model and technology architecture for a new or restructured authority.
  • Drive system integration, application rationalisation and platform convergence across multiple organisations.
  • Ensure architecture supports safe transition, business continuity and day one readiness.
  • Define architecture standards, governance and technical roadmaps.
  • Lead architecture input into digital channels, web, telephony and customer-facing services.
  • Manage architectural workstreams, including Business Analysts and specialist technical resources.
  • Build strong relationships with senior stakeholders across partner organisations.
  • Produce high-quality architecture documentation, reports and recommendations.
  • Identify technical risks, dependencies and opportunities, ensuring appropriate mitigation and governance.

Requirements

  • Experienced Enterprise Architect who has successfully delivered architecture leadership within large, complex transformation programmes.
  • Experience delivering large-scale transformation, merger or organisational change programmes.
  • Strong knowledge of:

  • Enterprise architecture and target operating model design
  • Systems integration and application consolidation
  • Cloud-first architecture
  • Data migration, interoperability and integration
  • Security architecture and privacy by design

Ability to influence senior leaders and programme boardsExperience managing ambiguity and competing prioritiesExcellent stakeholder engagement, communication and leadership skillsExperience within local government or the wider public sectorDesirable

  • Knowledge of Local Government Reorganisation (LGR) programmes
  • TOGAF or equivalent Enterprise Architecture certification
  • Cloud or other relevant technology certifications
  • Familiarity with DDaT or SFIA capability frameworks
