PeopleSoft Infrastructure & PeopleTools Upgrade Administrator

Robert Half is seeking an experienced PeopleSoft Infrastructure & PeopleTools Upgrade Administrator to support a strategic modernization initiative focused on upgrading PeopleSoft applications and infrastructure to PeopleSoft 9.2 and the latest supported PeopleTools 8.5x platform.

This position is dedicated exclusively to the PeopleSoft Modernization and Upgrade Program and will be responsible for architecture, environment build-out, infrastructure automation, cloud modernization, upgrade execution, testing support, production deployment, and post-go-live stabilization activities.

This role is not intended for ongoing operational support, KTLO activities, application maintenance, SSRT work, or non-project-related administration. CW will roll-off after successful project implementation., * Oracle PeopleSoft Certifications

Program Objectives

The PeopleSoft Modernization Program is intended to:

• Modernize the TCAST and Temporary Payroll platforms.
• Upgrade PeopleSoft applications to PeopleSoft 9.2.
• Upgrade PeopleTools to the latest supported release.
• Restore Oracle-supported payroll tax update capabilities.
• Align with Oracle’’'’s Continuous Innovation strategy and support model.
• Improve overall platform security, scalability, resiliency, and maintainability.
• Modernize supporting AWS infrastructure and automation capabilities.
• Reduce technical debt and address legacy platform limitations.

The consultant will support modernization efforts across:

Primary Responsibilities

Upgrade Architecture, Strategy & Planning

• Assess existing PeopleSoft architecture and upgrade readiness.
• Define future-state architecture and platform standards.
• Develop upgrade runbooks, deployment plans, rollback strategies, and migration procedures.
• Prepare architecture artifacts and governance documentation.
• Support CLAIR, EIS, security, and architecture review processes.

Upgrade Proof of Concept & Demonstration Environments

• Create upgrade proof-of-concept environments.
• Establish demonstration environments to validate upgrade methodologies.
• Test upgrade paths and infrastructure approaches prior to production execution.
• Validate tooling, automation, deployment methods, and technical architecture.

Infrastructure Automation & AWS Modernization

• Design and implement Infrastructure-as-Code capabilities.
• Develop automation frameworks required to provision and manage PeopleSoft infrastructure.

• Build Chef automation scripts to install and configure:

• PeopleSoft
• WebLogic
• Tuxedo
• Integration Broker
• Supporting third-party software

Automate environment provisioning and infrastructure deployment wherever feasible.

Upgrade Environment Build Activities

Build and maintain environments supporting:

• Development

Responsibilities include:

• Environment provisioning.
• Environment refreshes.

Lead and execute:

• Multiple PeopleTools upgrades.
• Multiple PeopleSoft 9.2 upgrade cycles.
• Upgrade remediation activities.
• Retrofit and migration efforts.
• Tax update migration activities.
• Production change incorporation into upgrade environments.
• Testing support through all project phases.

Payroll Tax Update Modernization

Support activities required to:

• Restore Oracle-delivered payroll tax update processes.
• Validate tax update functionality following upgrades.
• Support migration of historical tax-related configurations and processes.
• Ensure long-term supportability of payroll maintenance processes.

Data Archival & Data Management

Support:

• PeopleSoft data deletion activities.
• Historical data cleanup.
• Archival initiatives.
• Data volume reduction strategies.
• Environment optimization efforts.

STAT Upgrade & Change Management Modernization

• Upgrade and modernize STAT environments.
• Align migration and release management processes with PeopleSoft 9.2.
• Improve deployment governance and auditability.
• Support release and change management processes.

Development & Testing Support

Provide technical support throughout:

• Development activities.
• Environment issue resolution.
• Integration testing.
• Performance testing.
• User Acceptance Testing.
• Production cutover and deployment.
• Hypercare and stabilization.

Disaster Recovery & Operational Readiness

Support implementation of:

• Backup and recovery architecture.
• AWS recovery processes.
• Disaster Recovery solutions.
• DR testing exercises.
• Recovery runbooks.

Target objectives include:

• Recovery Time Objective (RTO): 24 Hours
• Recovery Point Objective (RPO): 1 Hour

The ideal consultant has delivered multiple PeopleSoft 9.2 / PeopleTools modernization programs, has strong AWS cloud and infrastructure automation experience, is proficient with PUM, DPK, WebLogic, Tuxedo, Integration Broker, Chef, and Infrastructure-as-Code, and can provide both strategic architecture leadership and hands-on execution throughout the upgrade lifecycle.
