Senior Instructional Systems Specialist

D2 Government Solutions is seeking a Senior Instructional Systems Specialist to support the Operational Secure Tracking and Reporting (OpSTAR) Support Services contract for U.S. Customs and Border Protection (CBP), Air and Marine Operations (AMO). This key personnel role leads the design, development, testing, and enhancement of computer-based training solutions that meet CBP/AMO mission needs, federal accessibility requirements, and e-learning compatibility standards., The Senior Instructional Systems Specialist is responsible for full-lifecycle instructional design for computer-based and web-based training products. The role collaborates closely with Government stakeholders, subject matter experts, instructors, multimedia teams, technical writers, and software personnel to produce accurate, engaging, accessible, and SCORM-compliant training materials. This position transforms complex operational and technical information into effective adult-learning products, including CBT modules, storyboards, scripts, assessments, training aids, and supporting documentation. Primary Responsibilities

• Design, develop, and implement computer-based training using ADDIE, SAM, or similar instructional design models.
• Build CBT modules using e-learning authoring tools such as Articulate Storyline, Adobe Captivate, Lectora, or comparable COTS applications.
• Create interactive eLearning content including simulations, scenarios, quizzes, multimedia elements, and knowledge checks.
• Produce course plans, storyboards, scripts, prototypes, timelines, design documents, user guides, and technical manuals.
• Ensure courseware aligns with adult learning principles, instructional systems design best practices, and CBP/AMO mission requirements.
• Gather, validate, and maintain instructional content in collaboration with Government and contractor SMEs.
• Work with federal stakeholders to define training objectives, scope, deliverables, priorities, and acceptance criteria.
• Facilitate stakeholder reviews, incorporate feedback, and document Government-approved revisions.
• Ensure all training materials meet Section 508 accessibility requirements and federal accessibility standards.
• Deliver SCORM-, xAPI-, or AICC-compatible products that meet LMS requirements.
• Integrate graphics, animation, audio, video, and other multimedia elements in coordination with multimedia specialists.
• Test CBT modules for functionality, usability, accessibility, browser/device compatibility, and technical performance.
• Develop evaluation tools such as assessments, surveys, rubrics, and feedback instruments.
• Analyze learner feedback and performance data to recommend courseware improvements.
• Maintain version control, secure storage, and source-file archives accessible to the COR.
• Manage multiple instructional design projects while meeting schedule, quality, and documentation requirements.

• Minimum 2 years of instructional design experience focused on computer-based training development.
• Certificate, coursework, or credential in instructional design, education, training and development, or a related field.
• Experience developing CBT, web-based training, eLearning modules, storyboards, assessments, and training support materials.
• Working knowledge of ADDIE, SAM, or comparable instructional design methodologies.
• Experience applying adult learning principles to technical or operational training content.
• Proficiency with e-learning authoring tools such as Articulate Storyline, Adobe Captivate, or Lectora.
• Ability to collaborate with SMEs, instructors, multimedia teams, technical writers, and Government stakeholders.
• Knowledge of Section 508 accessibility requirements and accessible courseware development practices.
• Understanding of SCORM and LMS compatibility requirements; familiarity with xAPI or AICC preferred.
• Strong writing skills for scripts, user guides, instructional content, and technical documentation.
• Ability to test courseware, identify defects, validate compatibility, and resolve usability issues.
• Ability to manage multiple assignments, maintain version control, and deliver high-quality products on schedule.

Preferred Qualifications

• Bachelor’s degree in instructional design, education, educational technology, curriculum development, or a related field.
• Experience supporting DHS, CBP, AMO, law enforcement, aviation, maritime, or national security training programs.
• Experience developing training for operational, technical, software, aviation, maritime, or mission-support audiences.
• Experience working in Agile or iterative development environments.
• Experience developing multimedia-rich, Section 508-compliant training in collaboration with graphic, audio, and video specialists.
