Technology Services Director

The Technology Services Director is responsible for the secure, reliable, and efficient operation of Menominee County’s technology environment, including its computer systems, networks, applications, communications platforms, and physical and virtual infrastructure.

The Director plans, implements, administers, monitors, maintains, and troubleshoots servers, databases, storage and backup systems, network equipment, cybersecurity tools, departmental applications and programs, end-user devices, security cameras, Wi-Fi, and VoIP systems. The position also leads technology installations and upgrades, manages vendors and project resources, responds to cybersecurity incidents, supports digital evidence examinations, maintains technical and asset documentation, and provides advanced technical support and employee training.

Additionally, the Director develops long-term and capital technology recommendations, assists with County and departmental technology budgets, and responds outside normal business hours when necessary to ensure system availability, security, and operational continuity.

Essential Functions and Responsibilities

The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.

• Plans, designs, procures, implements, administers, monitors, maintains, and troubleshoots the County’s computer systems, applications, databases, networks, and physical and virtual infrastructure
• Administers server operating systems, virtualization platforms, network storage, backup and disaster-recovery systems, system-management tools, and related upgrades and patches.
• Configures and maintains routers, switches, firewalls, virtual private networks, wide-area networks, wireless networks, security cameras, VoIP systems, and related communications infrastructure.
• Installs, configures, maintains, and supports desktop and laptop computers, printers, mobile devices, and other end-user equipment and peripherals.
• Administers Active Directory, Group Policy, domains, domain schemas, DNS, DHCP, Microsoft Exchange, user accounts, access privileges, and security policies.
• Monitors system availability, capacity, and performance; identifies bottlenecks and emerging issues; and coordinates corrective action with vendors, developers, and other technical resources.
• Protects County systems and information by implementing security controls, system hardening, patch management, antivirus protection, email filtering, intrusion detection, firewalls, VPN security, and other cybersecurity best practices.
• Investigates and responds to attempted or confirmed cybersecurity incidents; prepares incident analyses, risk assessments, remediation plans, and preventive recommendations.
• Leads technology installations, upgrades, and other complex projects by defining requirements, developing technical specifications, evaluating feasibility, coordinating procurement and implementation, managing budgets and resources, and arranging employee training.
• Provides advanced technical support to County employees and assists users in resolving hardware, software, access, connectivity, and configuration issues.
• Consults with departments and other stakeholders to assess technology needs and recommend systems, products, procedures, and operating methods that improve security, efficiency, and service delivery.
• Researches, develops, and presents long-term, capital, and lifecycle technology plans and recommendations to the County Administrator and County Board.
• Assists with preparation and administration of the Technology Services budget and supports County departments in planning technology-related expenditures.
• Establishes and maintains productive relationships with hardware and software vendors, consultants, service providers, government partners, and other technical professionals.
• Develops technical specifications for requests for proposals; coordinates vendor selection and performance; and manages technology contracts, licenses, warranties, renewals, and inventories.
• Ensures that County systems comply with established standards, applicable requirements, and industry best practices; participates in technology audits, assessments, and reviews.
• Creates and maintains system documentation, network diagrams, standard operating procedures, technical manuals, user instructions, asset records, and recovery documentation.
• Extracts, preserves, examines, and analyzes digital evidence; prepares reports for management, legal proceedings, law-enforcement purposes, or public review as authorized.
• Develops and updates technology and cybersecurity training materials and provides training to County employees.
• Maintains the confidentiality, integrity, and availability of County systems, records, and sensitive information.
• Responds to system outages, security incidents, maintenance requirements, and other operational needs outside normal business hours, including nights, weekends, and holidays, when necessary.
• Performs other related duties as assigned.

Required: Associate’s degree or equivalent in computer science, information technology and systems, computer engineering, cybersecurity, or related field.

Preferred: Bachelor’s degree or higher in computer science, information technology and systems, computer engineering, cybersecurity, or related field.

Required: Two or more years of information technology experience, including network and systems administration, cybersecurity, infrastructure management, technical support, or related field.

Preferred: Five or more years of information technology experience, including network and systems administration, cybersecurity, infrastructure management, technical support, or related field.

Relevant certifications - such as CompTIA Network+, Security+, Microsoft, Cisco, VMware, cloud-platform/virtualization/security credentials, or related certifications may supplement education & experience., In order to perform the functions and responsibilities of the position (listed above) the following knowledge, skills, and abilities are essential.

• Thorough knowledge of computer systems, network architecture, server operating systems, databases, virtualization, cloud services, storage technologies, and physical and virtual infrastructure.
• Thorough knowledge of network administration, including routers, switches, firewalls, VPNs, WANs, wireless networks, DNS, DHCP, VoIP systems, and related communications technologies.
• Knowledge of Microsoft enterprise technologies, including Windows Server, Active Directory, Group Policy, domain administration, Microsoft Exchange, user accounts, access permissions, and security policies.
• Knowledge of backup, restoration, disaster recovery, business continuity, system redundancy, and data-retention practices.
• Knowledge of cybersecurity principles and practices, including system hardening, identity and access management, patch management, endpoint protection, email security, intrusion detection, vulnerability management, encryption, and network security.
• Knowledge of cybersecurity incident response, risk assessment, evidence preservation, remediation planning, and preventive controls.
• Knowledge of digital-forensics principles and the proper methods for collecting, preserving, examining, documenting, and reporting digital evidence.
• Knowledge of applicable technology standards, data-security requirements, records-retention obligations, audit practices, and industry best practices.
• Knowledge of technology procurement, budgeting, asset lifecycle management, software licensing, warranties, contracts, and vendor-management practices.
• Skill in installing, configuring, maintaining, monitoring, and troubleshooting servers, networks, applications, databases, security systems, end-user devices, and related equipment. Skill in analyzing system performance, logs, capacity, and availability; identifying the causes of complex technical problems; and implementing effective corrective action.
• Skill in planning and managing technology projects, including defining requirements, preparing technical specifications, evaluating feasibility, managing budgets and resources, coordinating implementation, and assessing results.
• Skill in researching and evaluating technology products and services based on security, compatibility, reliability, supportability, cost, and organizational needs.
• Skill in preparing clear and accurate technical documentation, network diagrams, standard operating procedures, training materials, incident reports, risk assessments, budget proposals, and long-term technology plans.
• Skill in communicating technical information clearly to both technical and nontechnical audiences, including employees, department leaders, elected officials, vendors, consultants, and members of the public.
• Skill in providing responsive customer service, advanced technical support, and effective technology and cybersecurity training.
• Ability to assess departmental needs and recommend practical technology solutions that improve security, efficiency, service delivery, and operational continuity.
• Ability to establish priorities, manage multiple projects and service requests, meet deadlines, and respond effectively to changing or urgent operational needs.
• Ability to work independently, exercise sound judgment, take ownership of problems, and make timely decisions with limited technical supervision.
• Ability to lead and coordinate vendors, consultants, developers, service providers, and other internal or external project resources.
• Ability to prepare and administer technology budgets, estimate costs, evaluate total cost of ownership, and plan long-term capital and lifecycle expenditures.
• Ability to maintain accurate inventories, licensing records, configurations, maintenance schedules, contracts, warranties, and recovery documentation.
• Ability to maintain the confidentiality, integrity, and availability of County systems, records, credentials, digital evidence, and other sensitive information.
• Ability to learn and adapt to emerging technologies, evolving cybersecurity threats, changing regulatory requirements, and unfamiliar technical environments.
• Ability to remain calm and respond effectively to system outages, cybersecurity incidents, and other critical events, including work outside normal business hours when required.
• Ability to establish and maintain effective, professional working relationships with County officials, employees, law-enforcement and public-safety personnel, vendors, government partners, and the public.
