The Children and Families Coalition of Orange County (CFCOC) is seeking CalAIM Technical Assistance (TA) Consultants at multiple experience levels to join the PATH TA Marketplace program. Placement as an Associate, Senior, or Lead Consultant is determined by your experience, knowledge, and the needs of our current partner portfolio. Rate is set accordingly within the $50 to $100/hour range.
This role requires direct, hands-on experience with California’s Medi-Cal Managed Care system and CalAIM implementation. Medicaid experience limited to other states does not meet this requirement: it must be California-specific.
TA Consultants serve as subject matter experts delivering hands-on, tailored support to community-based organizations (CBOs) across Orange County as they implement Enhanced Care Management (ECM) and Community Supports (CS) services under CalAIM. This is meaningful, field-grounded work with direct impact on Medi-Cal beneficiaries from historically underserved communities.
CFCOC is a small, fiscally sponsored nonprofit project of OneOC, not a state agency or large consulting firm. Our TA Marketplace operates under fixed-hour Scopes of Work tied to state grant funding, and posted rates reflect what those budgets can actually support. Rates are set at the time of offer and are not negotiable based on comparisons to state-level, large-firm, or private-sector consulting rates. We’re looking for consultants who want direct, CBO-facing work at community-based rates, not consultants benchmarking against government-contractor pay scales.
What you’ll do
- Provide direct TA to CBOs on ECM and CS implementation: mapping existing programs to ECM populations of focus, building referral and warm-handoff pathways, and developing Policies and Procedures, workflow design, and compliance gap assessments aligned with CalAIM and MCP requirements
- Translate DHCS policy and MCP contract requirements - CalOptima, Kaiser/Full Circle Health Network, and others - into concrete operational guidance CBO leadership can act on
- Design and deliver training sessions, workshops, and resource materials that strengthen CBO operational and clinical capacity
- Collaborate with CBO staff, CFCOC program management, county agencies, managed care plans, and other partners to advance ECM and CS implementation
- Monitor state and federal policy developments affecting CalAIM, ECM, and Medi-Cal managed care; translate changes into actionable guidance for partner organizations
- Support CBOs in finalizing required program documents, including ECM P&P manuals, DHCS attestation materials, referral protocols, and care coordination tools
- Support data collection, program metric tracking, and reporting for DHCS and CFCOC obligations
- Identify service delivery gaps and partner with CBO leadership on strategies that improve outcomes and reduce disparities for Medi-Cal beneficiaries
- Manage TA engagement timelines, track deliverable progress against SOW milestones, and communicate status to CFCOC program staff, * Describe your direct, hands-on experience with California’s Medi-Cal Managed Care system and CalAIM ECM or Community Supports programs. General Medicaid experience outside California will not meet this role’s requirements.
Requirements
- Direct, hands-on experience with California’s Medi-Cal Managed Care system and CalAIM implementation (ECM and/or Community Supports). This must be California-specific experience; general Medicaid experience from other states does not meet this requirement
- Minimum 3-5 years in healthcare consulting, program management, or policy work tied directly to Medi-Cal or California healthcare transformation initiatives; level of experience informs placement and rate
- Working knowledge of California’s MCP landscape (e.g., CalOptima Health, Kaiser Permanente/Full Circle Health Network), PAVE provider enrollment, and DHCS compliance standards
- Experience supporting community-based organizations in a consulting or capacity-building capacity
- Proficiency in Microsoft 365 (Word, Excel, SharePoint); familiarity with EHR systems such as SageSurfer, Exym, or similar
- Excellent written and verbal communication skills; ability to translate complex policy and compliance requirements for diverse audiences without talking down to staff who know their community and services best
- Demonstrated commitment to health equity, cultural humility, and centering the needs of Medi-Cal beneficiaries
- Bachelor’s degree in Public Health, Healthcare Administration, Social Work, Public Policy, or related field required; Master’s degree preferred, * Familiarity with Orange County’s healthcare, behavioral health, and social service landscape
- Background in trauma-informed care, motivational interviewing, or related clinical frameworks
- Experience developing or reviewing CalAIM/MCP Policies and Procedures documentation
- Experience in other Medi-Cal or Medicaid-adjacent program areas (e.g., BHCS, CYBHI, Medi-Medi/dual-eligible FFS billing)
- Experience with Grant Writing, * Describe your direct experience working within Orange County or a neighboring Southern California county’s healthcare, behavioral health, or social service system (e.g., CalOptima, county behavioral health, a local FQHC or CBO). This role requires working knowledge of the Orange County service landscape; general out-of-state experience will not meet this requirement.
Benefits & conditions
Up to $100 an hour - Contract, This is an hourly contract engagement at $50 to $100/hour, commensurate with experience and placement level. Contract duration is aligned with active SOW periods and is subject to renewal based on funding and performance. Consultants are engaged as 1099 independent contractors through CFCOC/OneOC. No employee benefits are included.
